Report Title: WS_FTP Server Pro with Progress Software Corporation

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Employment and Human Services Department, to execute a purchase order with Progress Software Corporation, subject to Progress Software’s End-User License Agreement, in an amount not to exceed $6,346 for maintenance and support of WS_FTP, a Windows-based file transfer server that supports encrypted protocols, for the period April 17, 2026, through April 17, 2028.
FISCAL IMPACT:
54% Federal, 38% State, 8% County General Fund, all of which is budgeted in FY25/26.
BACKGROUND:
The Employment and Human Services Department (EHSD) Information Technology Unit seeks to purchase the Secure File Transfer software that will enable EHSD to securely transfer files outside the county. The WS_FTP Server Premium is a high-security, Windows-based file transfer server that supports encrypted protocols, including SFTP, FTPS, and HTTPS, and provides advanced features such as audit logging, access controls, and integration with Active Directory. Continued maintenance and support from Progress Software Corporation ensure that EHSD receives critical security patches, product updates, and technical support needed to maintain system reliability and compliance. This will enable EHSD to securely transfer files that contain financial and other sensitive data. Progress’ End-User License Agreement includes an indemnification from the County to Progress for claims based on the County’s breach, as well as a limitation of liability capping liability at the amount of fees paid in the twelve (12) months prior to the claim arising.
This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
CONSEQUENCE OF NEGATIVE ACTION:
The Employment and Human Services Department will not be able to maintain its Secure File Transfer server to securely transfer files to outside entities.
