Report Title: Hummble Translation LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Hummble Translations LLC, in an amount not to exceed $360,000 to provide document translation, interpretation, editing, and proofreading services for Children and Family Services clients for the period July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
54% Federal, 38% State, 8% County, all of which is budgeted in FY 26-27.
BACKGROUND:
This action seeks to execute a contract renewal with Hummble Translations LLC to provide Children and Family Services (CFS) with accurate and time-sensitive translation and interpretation services to support court-mandated cases, facilitating CFS client communication, and meeting court requirements related to legal language access. These services include, but are not limited to, the translation of court reports, case plans, and real-time interpretation.
This contract includes the use of artificial intelligence (AI)-assisted translation, wherein Hummble Translations LLC reviews, edits, and validates all final documents to ensure accuracy, quality, and compliance with all original documents. When required, Hummble provides attestations confirming that AI-assisted translations meet court standards.
The use of Hummble Translations LLC in this capacity ensures that all finalized translations are suitable for court use and align with County, State, and Federal legal language access requirements. This approach supports continuity of services and enables the County to manage increasing translation volume while maintaining compliance with court timelines and mandates.
CONSEQUENCE OF NEGATIVE ACTION:
The County will not be able to meet time sensitive translation and interpretation for CFS clients, placing the County at risk of non-compliance with court requirements, hindering timely court communication with CFS clients, and compromising the compliance with legal language access requirements.

The services provided under this Contract support all five of Contra Costa County’s community outcomes: (1) “Children Ready for and Succeeding in School”; (2) “Children and Youth Healthy and Preparing for Productive Adulthood”; (3) “Families that are Economically Self-Sufficient”; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing translated documents to families to maintain compliance with legal language access requirements.
