Report Title: HEARING to consider adopting Traffic Resolution No. 2024/4542 for an 18-month extension of the temporary road closure of South Broadway Avenue, Bay Point area.

RECOMMENDATIONS:
OPEN the public hearing to consider adopting the attached Traffic Resolution No. 2024/4542 approving an extension of the temporary road closure of South Broadway Avenue (Road No. 5385BA), between the city limits of Pittsburg and extending northerly to Maylard Street (Road No. 5385AX), beginning December 27, 2024, and continuing for 18 months thereafter, to prevent the occurrence or recurrence of illegal dumping and criminal activity, as recommended by the Public Works Director, Bay Point area. (District V); RECEIVE testimony; and CLOSE the public hearing.
MAKE the findings set forth in the attached Traffic Resolution 2024/4542, as required by Vehicle Code section 21101.4(b).
ADOPT Traffic Resolution 2024/4542.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The County Public Works Department, Office of the Sheriff, and the California Highway Patrol recommended prohibiting vehicle traffic, which contributes to serious and continual criminal activity along this section of South Broadway Avenue. This roadway was originally closed for 18 months, beginning August 10, 2021, to prevent illegal dumping and criminal activity. After that closure expired on February 1, 2023, the illegal activities recurred, leading to a new 18-month closure approved by the Board of Supervisors. That closure commenced June 27, 2023, and it expires December 27, 2024, if not extended.
Public Works Department staff, the Office of the Sheriff, and the California Highway Patrol recommend extending this closure for an additional 18 months to prevent the recurrence of illegal dumping and criminal activity that has occurred in the past.
Public Works Department staff mailed notice of this hearing to the residents and owners, as shown on the last equalized assessment roll, of property adjacent to that section of South Broadway Avenue between the city limits of Pittsburg, and extending northerly to Maylard Street, in accordance with Vehicle Code section 21101.4(c).
Public Works Department staff recommend that the Board of Supervisors adopt the above-described traffic resolution. During the extended closure, emergency vehicles will continue to have access to properties adjacent to the roadway.
CONSEQUENCE OF NEGATIVE ACTION:
The closure of this segment of South Broadway Avenue would not be extended beyond December 27, 2024, which could result in the recurrence of illegal dumping and serious criminal activities along this segment of roadway.
