Report Title: Contract #76-936 with Hospital Quality Institute

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-936 with Hospital Quality Institute, a corporation, in an amount not to exceed $12,500, to provide hospital equity metric data collection and reporting software for regulatory compliance at Contra Costa Regional Medical Center (CCRMC) for the period October 6, 2026, through October 5, 2031, and for successive one (1) year term(s) thereafter until terminated.
FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $12,500 over a five-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
This Contract meets the needs of the County by providing a proprietary data collection and Software as a Service (SaaS) that will be utilized by CCRMC for quality analysis, health service analysis, reporting and evaluation services with respect to its regulatory compliance obligations. Multiple hospital regulatory and accrediting organizations that assess and rate quality of care strive to hold hospitals accountable for health equity in the care they provide and seek to determine how well hospitals achieve equitable access to care and outcomes for marginalized and minorized communities and address inequities such as social drives of heath. Hospital Quality Institute (HQI) operates the Hospital Improvement Platform (HQIP) which provides access to Hospital Equity Reports and System Equity Reports regarding California AB 2876 Data and System of Integration Data.
This Contract is entered into under Section III(B)(2)(a) of Purchasing Policy and Procedures, County Administrative Bulletin (AB600.4). CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contract was approved by CCH Personnel as a specialized services contract to ensure there is no conflict with labor relations
Under this new County Contract #76-936, the Parties will execute a Master Service Agreement (including a Data Transfer and HIPAA Business Associate Addendum), and Addendum to Master Service Agreement for the implementation of HQI’s HQIP, and use of the platform, giving the County right to access and use the SaaS. Under the Contract, the Contractor’s liability is limited to an amount not to exceed the total amount of annual fees paid by the County preceding such claim except for breaches of confidential information, or protected health information, which is limited to $5,000,000.
Approval of this new Contract #76-936 allows the Contractor to provide its data collection and reporting software services through October 5, 2031.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, the County will not have access to Contractor’s data analysis software solution, which will negatively impact CCRMC’s ability to operate and ultimately patient care.
