RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-867 containing mutual indemnification with Western States Cancer Research NCORP, a non-profit corporation, in an amount not to exceed $20,000, to provide and oversee clinical oncology research studies under the National Cancer Institute’s Clinical Oncology Research Program (NCORP) for the period from May 1, 2024 through July 31, 2027.

 

FISCAL IMPACT:

Approval of this contract will result in contractual service expenditures of up to $20,000 over a 3-year period and will be funded 100% by Hospital Enterprise Fund I.

 

BACKGROUND:

This contractor is a consortium of hospitals and cancer specialists that provide and oversee clinical oncology research studies under NCORP. This contractor will provide certain professional and technical services to Contra Costa Regional Medical Center (CCRMC) related to administration, oversight and management of studies. Each study shall be led and overseen by a qualified, licensed and appropriately credentialed principal investigator appointed by the contractor. The principal investigator will work directly with CCRMC to open available National Cancer Institute (NCI) studies which meet the needs of CCRMC and to provide access to the NCI studies. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. CCRMC’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld.

 

Approval of this new Contract #76-867 allows the contractor to provide services through July 31, 2027. This contract includes mutual indemnification. The delay of this contract was due to ongoing negotiations between the contractor and the Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the necessary clinical oncology research studies needed for patient care will not be available or will create increased wait times due to the limited number of specialty providers available within the community.
