Report Title: Execute a Contract Amendment with Guidehouse, Inc.
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract amendment with Guidehouse Inc. to increase the payment limit by $98,000 to a new payment limit of $1,041,384 for services to implement Workday procurement modules with no change to the term ending March 16, 2029.
FISCAL IMPACT:
The cost of this product is included in the department’s FY 26-27 budget (100% User Departments).
BACKGROUND:
In April 2023, Contra Costa County successfully launched its Workday Financial Management System, replacing the County’s 40-year-old legacy financial system. Since implementation, the County has relied on post-production support services to maintain system stability, address production issues, and support continuous improvement.
In 2025, the Department of Information Technology (DoIT) conducted a competitive request for proposals for managed Workday post-production services, resulting in an award to Guidehouse, Inc.
DoIT, in collaboration with County departments, proposes to expand the County’s use of Workday by adding functionality to improve procurement and contract management processes and maximize the County’s existing investment in the Workday platform. The expansion includes the following modules:
Inventory: Provides real-time visibility and control over inventory and assets and integrates inventory movements with procurement and financial reporting. Key capabilities include inventory tracking, mobile operations, and automated reorder management to improve inventory management and streamline related processes.
Contract Lifecycle Management (CLM): Provides end-to-end contract management through centralized contract storage, standardized templates and clauses, workflow automation, and analytics. The module is intended to streamline contract approvals, support compliance, reduce processing time, and improve visibility into contract-related activities.
Strategic Sourcing and Supplier Management: Supports sourcing and procurement activities and integrates with CLM to provide centralized supplier and contract information. Capabilities include supplier performance and risk monitoring, contract management, and collaboration tools intended to improve procurement efficiency and supplier management.
Implementation of the proposed Workday modules will require Guidehouse’s professional services and expertise to configure, integrate, test, and deploy the additional functionality within the County’s existing Workday environment.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the County will not be able to proceed with the proposed expansion of Workday’s procurement and contract management functionality. This would limit the County’s ability to use its existing Workday investment to provide an integrated system for managing procurement, supplier, and contract lifecycle activities.
