Report Title: Contract amendment with AT&T Enterprises LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract amendment for contract number 4932100 with AT&T Enterprises LLC, utilizing the California Department of Technology Agreement with AT&T Enterprises LLC, for network engineer support services to increase the payment limit by $3,206,900 to a new payment limit of $12,406,900, and to extend the term from June 30, 2026, to June 30, 2027.
FISCAL IMPACT:
The cost of this product is included in the department’s FY 26-27 budget (100% User Departments).
BACKGROUND:
An integral unit within the Department of Information Technology is the Wide Area Network (WAN) group, which functions as the foundational infrastructure through which all County information technology systems are accessed by employees. Several years ago, the Department capitalized on the opportunity to utilize the California Department of Technology’s CALNET contract with AT&T to benefit from their extensive expertise in WAN services. This partnership provided the County with access to a team of highly skilled professionals offering continuous, 24/7 monitoring and support, thereby ensuring prompt resolution of network issues and uninterrupted service for critical public safety operations.
The managed WAN services delivered by AT&T under the State of California’s pre-competed CALNET contract have consistently met the County’s operational needs and performance expectations. Accordingly, the department seeks to extend the use of this contract-available to all local governmental entities in California-for an additional year.
This AT&T contract incorporates by reference the existing CALNET Agreement Number C4-DNCS-19-001-40 between AT&T and the California Department of Technology, which includes predetermined hourly rates for network engineering services. This agreement, awarded to AT&T through a competitive procurement process on April 15, 2020, currently has a not-to-exceed amount of $9,200,000 and remains in effect through June 30, 2026. Pursuant to the proposed amendment, the contract limit will be increased by $3,206,900, resulting in a new total of $12,406,900, and the term will be extended through June 30, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract amendment is not approved, the County will be significantly impaired and unable to provide an adequate level of service to any County department.
