RECOMMENDATIONS:
ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of Prospect Avenue, between Canyon Lake Drive and 17 Prospect Avenue, on May 18, 2026, from 8:00 a.m. through 4:00 p.m., for the purpose of replacing a utility pole, Port Costa area. (District V)
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
Due to the narrow road width of Prospect Avenue at the work site, Pacific Gas & Electric Company (PG&E) has requested the road closure to replace the existing utility pole. There is insufficient road width to setup and operate boom trucks and safely maintain through traffic. Applicant shall follow guidelines set forth by the Public Works Department.
CONSEQUENCE OF NEGATIVE ACTION:
Applicant will be unable to close the road to complete planned utility pole replacement.

NOW, THEREFORE, BE IT RESOLVED that permission is granted to Pacific Gas & Electric Company to fully close Prospect Avenue, between Canyon Lake Drive and 17 Prospect Avenue, except for emergency traffic, local residents, US Postal Service and garbage trucks, on May 18, 2026, from 8:00 a.m. through 4:00 p.m., subject to the following conditions:
1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.
2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.
3. Pacific Gas & Electric Company shall comply with the requirements of the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.
5. Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office and the Crockett-Carquinez Fire Protection District.
