RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) amendment with ENGEO Incorporated, effective June 20, 2025, to extend the term through June 21, 2026, for on-call geotechnical engineering services, with no change to the payment limit of $800,000, Countywide. (County Project No.: Various) (All Districts)
FISCAL IMPACT:
Work performed under this amendment is funded by local, state and federal funds for local road, flood control, and airport projects. (100% Various Funds)
BACKGROUND:
The Public Works Department is involved in various projects in the County that require geotechnical engineering services for road and flood control projects. ENGEO Incorporated is one of seven firms contracted in 2022 to provide geotechnical engineering services on an “on-call” basis as in-house expertise is not available.
On August 2, 2022, the Board of Supervisors approved an initial contract with ENGEO Incorporated, in the amount of $800,000 for geotechnical engineering services for the Public Works Department. The term of the agreement expires on June 21, 2025.
This Amendment will extend the contract term from June 21, 2025, to June 21, 2026, which is necessary for the continuation of on-call geotechnical engineering services through the completion of various projects which ENGEO Incorporated is currently providing geotechnical engineering services under task orders. Geotechnical engineering services for these projects are anticipated to be completed by June 21, 2026.
Government Code Section 31000 and 4525 authorizes the County to contract for services, including the type of geotechnical engineering services that ENGEO Incorporated provides.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval from the Board of Supervisors, the on-going projects that ENGEO Incorporated provides geotechnical engineering services for will experience delays and added costs as the County solicits for new professional services.
