RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #76-802-1 with Margaret E. Schilling, an individual, in an amount not to exceed $1,188,000, to provide Chief Quality Officer services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period November 1, 2023 through October 31, 2026.
FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $1,188,000 over a three-year period and will be funded 100% by Hospital Enterprise Fund I.
BACKGROUND:
CCRMC went through an extensive recruitment process multiple times over a long period of time with no qualified candidate found prior to considering contracted candidates for the role. This role is an exempt is not impacted by labor considerations. It is critical for CCRMC to engage a high-quality professional to ensure all state and federal requirements are met annually including meeting CDPH and Joint Commission standards, on which our continued ability to provide healthcare to all our patients depends. Given the need for regulatory compliance and Ms. Schilling’s historical performance and success we are requesting continuity of her service. This contract was approved by the Public Works Department’s Purchasing Manager on August 22, 2023.
Approval of this contract will allow contractor to continue to plan and manage quality and patient safety department, and staff for hospitals and clinics, including quality, patient safety, infection prevention, risk management, performance improvement, patient experience, care management, population health, case management, peer review, and analytics. Contractor will also review and revise policies and procedures, create annual quality plans, goals and measures, facilitate staff and key stakeholders with developing and enhancing systems, processes and procedures and organizational capabilities to improve efficiency.
On November 1, 2022, the Board of Supervisors approved Contract #76-802 with Margaret E. Schilling, in an amount not to exceed $396,000, to provide Chief Quality Officer services at CCRMC and Health Centers, for the period November 1, 2022 through October 31, 2023.
Approval of this new Contract #76-802-1 will allow the contractor to provide Chief Quality Officer services at CCRMC and Contra Costa Health Centers through October 31, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the Department will not have the necessary management and oversight of the quality and safety and performance improvement programs for CCRMC and Contra Costa Health Centers.
