Report Title: Grant Award #28-510-11 with the California Department of Public Health

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to accept Grant Award #28-510-11 from the California Department of Public Health (CDPH), to pay the County an amount not to exceed $1,923,000 for the Black Infant Health (BIH) Program for the period from July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
Approval of this Grant Award will result in an amount not to exceed $1,923,000 for FY 2025-26 from CDPH. No County match is required.
BACKGROUND:
The goals of the BIH program are to ensure black women in Contra Costa County are healthy before, during and after pregnancy, that infants are born healthy and thrive in their first years of life, and to reduce infant mortality with a focus on reducing disparities. The BIH Program is a client-centered, strength-based group intervention with 1:1 support that embraces the life course perspective and promotes social support, empowerment, skill building, stress reduction and goal setting. The BIH program works in collaboration with other programs including the Prenatal Care Guidance, Sudden Infant Death Syndrome, Community Oral Health Program, and the Comprehensive Perinatal Services Program. Contra Costa County has been receiving funds from CDPH for the BIH Program since 1991.
On August 13, 2024, the Board of Supervisors approved #28-510-10 with CDPH, to pay County in an amount not to exceed $2,787,687 for the BIH Program, for the period July 1, 2024 through June 30, 2025.
Approval of Grant Award #28-510-11 will allow County to continue to receive funds for the BIH Program through June 30, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Grant Award is not approved, the County will not receive funds to reduce disparities and improve the health of black women and their infants in Contra Costa County.
