Report Title:                     Meridian Vehicle Barrier Kit and Trailer from Bay Area UASI Grant

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a property transfer agreement with Bay Area Urban Areas Security Initiative (UASI)/City and County of San Francisco to accept the Meridian Vehicle Barrier Kit and Trailer with an estimated value of $96,159 to support services rendered by the Office of the Sheriff, for the period of July 24, 2026 through the life of the equipment.

 

 

FISCAL IMPACT:

No direct fiscal impact.  The barrier kit and trailer provided has an estimated value of approximately $96,159 and will support services rendered by the Office of the Sheriff.  In future years, the equipment will require maintenance and insurance costs from Public Works which is estimated at $588 annually and would be covered with existing appropriations from the Sheriff’s General Fund budget.

 

 

BACKGROUND:

The Bay Area Urban Areas Security Initiative was allocated funding to improve election security, which was utilized to acquire multiple vehicle barrier systems and trailers.  While the primary objective of these barriers is to support election security, they are also available for law enforcement use and may be deployed as temporary vehicle access controls when necessary.  Such deployments can serve to protect critical infrastructure, secure large public events, assist emergency response operations, or maintain public safety and order.

 

The Bay Area UASI offered each county in the operations area at least one vehicle barrier system and a trailer at no cost, a proposal already approved by the board (26-1205 on 3/31/2026).  This additional barrier kit and trailer have already been purchased by the Bay Area UASI, and they would like to provide this additional vehicle barrier system and trailer to us at no charge.  This board action allows the Office of the Sheriff to execute the property transfer agreement and accept the transfer of this equipment.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve this action, the Office of the Sheriff will be unable to accept vital protective equipment at no cost.
