Report Title: CFS 20-564-2 Family and Children’s Trust Committee Contracts/Agreement Amendment Recommendations FY 26-27
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Family and Children’s Trust Committee, to execute four contract amendments and one interagency agreement amendment to increase the payment limit of each contract/agreement by $20,000 to a new payment limit not to exceed $120,000 per contract/agreement, with no change to total aggregate payment limit of $600,000 to provide additional prevention and intervention services to abused and neglected children or children at risk of abuse or neglect and their families, with no change to the term July 1, 2026, through June 30, 2027.

2. Ujima Family Recovery Services (#20-713-1) - Family Wellness Program
3. Contra Costa Interfaith Housing, Inc. (#20-711-1) - Clinical and Academic Support Services for Homeless and Poverty Impacted Families
4. Bay Area Crisis Nursery (#20-710-1) - Crisis Nursery Services
Interagency Agreement:
Mt. Diablo Unified School District (#20-712-1) - Crossroads High School, Pregnant & Parenting Teen Education
FISCAL IMPACT:
No additional fiscal impact. The previously approved 26/27 Contracts/Agreement renewals had an aggregate cost of $600,000 for FY26-27 and are funded 47% Child Abuse Prevention, Intervention and Treatment (CAPIT) 2011 Realignment, 33% County Children’s Trust, 13% Federal Community-Based Child Abuse Prevention (CBCAP), and 7% Ann Adler Donations.
BACKGROUND:
On May 12, 2026, the Board of Supervisors approved six Family and Children’s Trust (FACT) Contracts/Agreement to be renewed for FY26/27 (C.24; 26-1915).
One of the six agencies approved by the Board of Supervisors to be funded for FACT FY 26/27 contract renewal, STAND! for Families Free of Violence, issued a notification to FACT that the agency was closing three of their Programs, including the Breaking the Cycle Program as of June 30, 2026, and must decline the FACT contract renewal and corresponding funding of $100,000. The FACT Committee reviewed options at the FACT Committee meeting on June 1, 2026, and the Committee provided their desired recommendation to divide the $100,000 amongst the remaining five FACT agency Contracts/Agreement.
Guidance was sought through Contra Costa County Public Works (PW) for allowable alternatives to utilize the unallocated $100,000 funding while ensuring compliance with Administrative Bulletin 600.4. PW provided guidance to redistribute the $100,000 equally amongst the remaining five FACT contract/agreement agencies.
With Board of Supervisors’ approval, the remaining five FACT funded Contracts/Agreement will be amended to add $20,000 each for a total payment limit of no more than $120,000 each Contract/Agreement.
In addition, the Interagency Agreement with MDUSD (20-712-1) includes mutual indemnification language which received prior Board of Supervisors approval on August 25, 2026 (C.36; 26-3696). Approval of the MDUSD amendment (20-712-2) to increase the total payment limit by $20,000 to a new total payment limit of $120,000 with no change to the prior mutual indemnification language is requested herein.
The FACT Contracts/Agreement were selected through the competitive bid process, Request For Proposal 1216. The Board of Supervisors approved the original Contracts/Agreement on June 10, 2025 (C.44; 25-2266).
CONSEQUENCE OF NEGATIVE ACTION:
Available funding for prevention and intervention services to abused and neglected children, and children at risk of abuse or neglect and their families would not be provided to community-based organizations, thereby reducing program support by FACT dollars, which in turn puts State related FACT funding (CAPIT and CBCAP) at risk for future allocation.
CHILDREN'S IMPACT STATEMENT:
The amended contracts/agreement support all five of the community outcomes established in the Children's Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and, 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families” by mitigating the occurrence of child abuse and neglect, and providing support services and guidance to strengthen the family unit.
