Report Title:                      APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Google LLC, in an amount not to exceed $7,000, to provide YouTube subscription television streaming services for the Fire District for the period of November 1, 2026 through June 30, 2029, as recommended by the County Administrator.

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Google LLC, in an amount not to exceed $7,000, to provide YouTube subscription television streaming services for the Fire District for the period of November 1, 2026 through June 30, 2029, as recommended by the County Administrator.

FISCAL IMPACT:

Budgeted. 100% CCCFPD General Operating Fund.

BACKGROUND:

The Contra Costa County Fire Protection District’s newly renovated dispatch center requires access to timely information and situational awareness resources to support emergency response. As part of its ongoing efforts to enhance operational readiness and maintain effective communications, the District regularly evaluates and implements technology solutions that align with evolving service needs and industry standards. Subscription-based streaming television services have become an increasingly utilized tool in public safety agencies, providing access to live news, weather, and emergency broadcasts that can inform incident command and field operations.

The selection of Google LLC as the provider for subscription television streaming services is consistent with the District’s approach to leveraging established technology vendors that offer reliable, scalable, and secure solutions for public sector clients.

The proposed contract term and payment limit have been structured to provide flexibility and cost control over the multi-year period of service delivery.

This contract contains limitation of liability and indemnity language.

CONSEQUENCE OF NEGATIVE ACTION:

If the recommended contract is not approved, the Fire District will lose access to subscription television streaming services that support timely situational awareness and information-sharing for emergency response and administrative operations. This may result in diminished access to live news, weather, and emergency broadcasts, potentially impacting the District’s ability to monitor evolving incidents and provide effective support to field personnel and command staff.
