RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the County, contract amendment No. 3, a participating cooperative amendment with EPIC Business Essentials, LLC, for the purchase of office supplies county wide, to increase the payment limit by $2,500,000 for a new payment limit not to exceed $11,000,000 and extend the term through May 31, 2027, Countywide.

 

FISCAL IMPACT:

Product costs are paid by County Departments (100% User Departments)

 

BACKGROUND:

Contra Costa County’s Purchasing Services Division is requesting approval to continue offering County Departments the opportunity to make office supply purchases under the terms of the cooperative purchasing contract between EPIC Business Essentials, LLC (EPIC) and Region 4 Educational Service Center, a Texas public agency (“Region 4 ESC”). In March 2021, the County and EPIC entered into a participating addendum to allow the County to obtain favorable pricing under the cooperative purchasing contract. Under the participating addendum, purchases are currently being fulfilled by two small business enterprises: AAA Workspace and Blaisdell’s Business Products.

 

The participating addendum with EPIC, and the cooperative purchasing contract between EPIC and Region 43 ESC are set to expire May 31, 2026; however, the cooperative purchasing contract and participating addendum each provide for up to five, one-year extensions. In January 2026, Region 4 ESC exercised its third extension of the cooperative purchasing contract with EPIC through May 31, 2027. To ensure County departments can continue to purchase office supplies on favorable terms, we are requesting approval to extend the participating addendum with EPIC through May 31, 2027, with the possibility of up to two additional one-year extensions and to increase the payment limit for a combined total of $11,000,000.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without this amendment, the participating addendum with EPIC Business Essentials, will expire May 31, 2026.
