Report Title: Purchase Order with Troy Group for AssurePay Cloud software and maintenance

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of Chief Information Officer, or designee, to execute a purchase order with Troy Group, in an amount not to exceed $10,000, for AssurePay Cloud software and maintenance, used to manage fraud and comply with government regulations involved with check printing, subject to the terms and conditions of Troy’s Software as a Service Agreement.
FISCAL IMPACT:
The cost of this product is included in the department’s FY 25-26 budget (100% User Departments).
BACKGROUND:
The Department of Information Technology (DoIT) is assisting the Employment and Human Services Department (EHSD) with the renewal of AssurePay Cloud software, as the current software version has an end-of-life date of June 30, 2026. The purchase is for a one-time licensing with an annual support and maintenance and consist of check printing software application - California Statewide Automated Welfare System (CalSAWS) payments which can accommodate up to 36,000 printed checks annually. Troy solutions are used to manage fraud, reduce operational risks, and comply with Government regulations related to protecting information privacy. Employment and Human Services Department has utilized Troy Services for several years.
Troy’s Software as a Service Agreement includes a limitation of liability provision which caps Troy’s liability at the amount paid by the County during the 12 months preceding the event that gave rise to the claim, as well as an indemnification provision from the County to Troy for claims arising out if the County’s use or content.
CONSEQUENCE OF NEGATIVE ACTION:
If this is not approved, the Employment and Human Services Department may face challenges by issuing reliable and timely checks.
