RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to accept grant funding and execute on behalf of the County Grant Award #29-393-42 from the California Department of Public Health, Tuberculosis Control Branch, to pay the County an amount not to exceed $323,428 to support the County’s Tuberculosis (TB) Control Program and provide TB control and prevention services, for the period from July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
This Grant Award will result in up to $323,428 in funding from the California Department of Public Health, Tuberculosis Control Branch, for fiscal year 2026-2027. No County match required.
BACKGROUND:
The Health Services Department’s Public Health Division maintains a TB Control Program, which serves all reported TB patients and their contacts in Contra Costa County. Outreach services are provided to reach the “Hard-to Reach” people with TB and those at high risk. The TB control staff work within the Communicable Disease Section in collaboration with the HIV/AIDS Program, Substance Abuse Programs, Contra Costa Regional Medical Center and Contra Costa Health Centers, and providers throughout the County. This grant has been awarded to Contra Costa County since 1990.
On June 10, 2025, the Board of Supervisors approved Grant Award #29-393-41 with the California Department of Public Health, TB Control Branch, to pay the County an amount not to exceed $324,647 for prevention and tuberculosis control services for the period July 1, 2025 through June 30, 2026.
Acceptance of this Grant Award #29-393-42 will allow the Department to continue to expand its TB prevention and control activities which are essential to decreasing TB transmission, prevent the development of drug resistant TB, and cure TB patients through June 30, 2027. This grant funding is subject to the California Department of Public Health, Tuberculosis Control Branch’s FY 2026‑2027 Tuberculosis Control Local Assistance Funds Standards and Procedures Manual, which sets forth the standards, procedures, and conditions for receipt of TB local assistance funds and requires the County to indemnify, defend, and save harmless the State from any and all claims arising from the County’s performance of any activities related to the Award.
CONSEQUENCE OF NEGATIVE ACTION:
If this Grant Award is not approved, the County will not receive funds to continue identifying and treating Contra Costa County residents who have active TB and ensure that they complete appropriate therapy.
