RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract #72-086-11 with SPG Therapy & Education, PC, a professional corporation, in an amount not to exceed $600,000, to provide temporary staffing services for medically necessary occupational therapy (OT) and physical therapy (PT) for children eligible for the California Children’s Services (CCS) Medical Therapy Program, for the period July 1, 2025 through June 30, 2028.
FISCAL IMPACT:
Approval of this Contract will result in budgeted expenditures of up to $600,000 over a three-year period and is funded by 50% State of California Children’s Services and 50% County Children’s Services.
BACKGROUND:
The CCS program provides medically necessary OT and PT services to children eligible for the CCS Medical Therapy Program. These services are mandated by the State of California. Physicians determine the need for therapy and prescribe the frequency and volume of services the child is to receive. In accordance with the Medical Treatment Utilization Schedule (MTUS), County is obligated to fulfill the prescriptions by providing the necessary staffing to provide services to children. This Contract will allow access to qualified registry staff to fill vacancies until it is possible to hire permanent employees or until a permanent employee returns to work. Contractor has been contracting with the County to provide these services since November 2015.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. Public Health and Contra Costa Health Center’s Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. These contracted services were determined to be exempt from Administrative Bulletin 600.3 Solicitation Requirements by the Public Works Department’s Purchasing Division.
On May 17, 2022, the Board of Supervisors approved Contract #72-086-10 with The Speech Pathology Group, Inc., (now known as SPG Therapy & Education, PC) in an amount not to exceed $600,000, to provide temporary medically necessary OT and PT staffing services to children eligible for the California Children’s Services (CCS) Medical Therapy Program, for the period July 1, 2022 through June 30, 2025.
Approval of Contract #72-086-11 will allow Contractor to continue providing medically necessary OT and PT staffing services to children eligible for the CCS Medical Therapy Program through June 30, 2028.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, clients will not receive occupational therapy and physical therapy services to children eligible for the CCS Medical Therapy Program.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
