Report Title: Purchase Order and Related Software License Agreement with Axon Enterprise, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent or designee to execute, on behalf of the District Attorney, a Software License Agreement with Axon Enterprise, Inc. in an amount not to exceed $62,946 for acquisition of replacement body-worn cameras and associated cloud-based digital evidence storage services, for the period August 1, 2026 through July 31, 2031.
FISCAL IMPACT:
Approval of this request will result in up to $62,946 in expenditures over five fiscal years and will be funded 100% from the General Fund allocations to the District Attorney’s Office. A total of $10,794 is budgeted in FY 2026-27, and $13,038 will be budgeted annually in FY 2027-28, FY 2028-29, FY 2029-30, and FY 2030-31.
BACKGROUND:
The District Attorney Senior Inspectors rely on body-worn cameras and associated cloud-based digital evidence storage services to support day-to-day operations. Axon Enterprise, Inc. provides reliable, industry-standard equipment and secure cloud services that enable the Department to securely store, retain, and retrieve digital evidence in compliance with County requirements.
The Department currently has 10 body-worn cameras that have reached the end of their manufacturer-supported lifecycle and require replacement. This request is to purchase 10 new body-worn cameras equipped with current technology and enhanced capabilities to replace the Department’s existing equipment. Replacing the cameras will ensure that Senior Inspectors have reliable, up-to-date equipment to support their investigative responsibilities and maintain the secure collection and management of digital evidence.
The Software License Agreement includes a limitation of liability and indemnification clauses, under which the County agrees to hold Axon Enterprise, Inc., harmless from any claims arising out of the performance under this agreement.
CONSEQUENCE OF NEGATIVE ACTION:
Without executing the Purchase Order and related Software License Agreement with Axon Enterprise, Inc., the District Attorney’s Office will be unable to purchase replacement body-worn cameras to ensure that Senior Inspectors have reliable, up-to-date equipment to support their responsibilities or use the secure cloud services needed to store, retain and retrieve video files.
