RECOMMENDATIONS:

 

Acting as the governing Board of the Contra Costa County Fire Protection District, APPROVE the donation of Contra Costa County Fire Protection District surplus equipment to the Bradford Island Reclamation District 2059.

 

FISCAL IMPACT:

 

There is no fiscal impact associated with the donation of this equipment as the equipment has reached the end of its use with the District.

 

BACKGROUND:

 

Bradford Island is in the far northeast corner of Contra Costa County and is not within the jurisdiction of a fire district or an incorporated city.  The ferry, watercraft, or rotary-wing aircraft is the only way to get to Bradford Island. Contra Costa County Fire Protection District (District) will respond to medical and other emergencies involving a threat to life; no formal fire protection agency is responsible for protecting Bradford Island. 

 

Contra Costa County Fire Protection District leadership met with Bradford Island Reclamation District 2059 leaders in November 2023 to discuss areas of mutual concern. It was identified during this meeting the Reclamation District lacks basic firefighting capabilities on the island and is interested in obtaining some essential equipment, much like a farmer, rancher, or duck club would do in remote areas with limited access.

 

The Contra Costa County Fire Protection District routinely surpluses outdated items that no longer have value in our system. The District has identified unit 529, a 1991 Freightliner water tender, as surplus.  This vehicle was the property of the former East Contra Costa Fire Protection District and has been replaced with a newer water tender. The unit carries 2,000 gallons of water and a 500-gallon per minute pump.

 

Bradford Island Reclamation District staff has inspected the vehicle and is interested in receiving it for use on the island.  The District would also supply a limited stock of nozzles, hoses, and other appliances, as well as training and orientation on operating the unit. 

 

There would be no revenue associated with this transaction.  If this vehicle was sold at a surplus, a sales price of $5,000 could be achieved.  It is in the public interest for Bradford Island Reclamation District to have this limited firefighting capability on the island. 

 

The CCCFPD Advisory Fire Commission approved the surplus of the equipment at its February 12, 2024 meeting.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If unapproved, the District would not be able to donate this equipment.
