Report Title: ALLIANCE - Contract #20-370-4 STAND! For Families Free of Violence

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with STAND! For Families Free of Violence, in an amount not to exceed $132,744 to provide shelter and crisis line services for victims of intimate partner violence and their children for the period July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
$132,744: 100% County General Fund, all of which is budged in FY 25-26.
BACKGROUND:
This action is to approve a contract renewal for the continued provision of case management and shelter services to victims of domestic violence in Contra Costa County.
On September 24, 2024, the Board approved item C.50 to execute a contract with STAND! For Families Free of Violence to address the social needs of the County's population by providing a crisis call center and an emergency shelter facility to women and children in domestic violence crisis situations. Contractor provides support and assistance in response to referrals from a law enforcement agency or hospital emergency room including danger assessments, safety planning, and domestic violence education. Contractor is a domestic violence shelter-based agency providing services to domestic violence victims and their children in compliance with the requirements of the California Welfare and Institutions Code section 18294. Approval by the Board of Supervisors is appropriate under welfare and Institutions Code section 18294.
CHILDREN'S IMPACT STATEMENT:
This contract supports two of Contra Costa County’s community outcomes of the Children’s Report Card”; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families.”
CONSEQUENCE OF NEGATIVE ACTION:
The County will be unable to provide valuable emergency shelter, support, counseling, or educational services to the victims of intimate partner violence and their children and be out of compliance with the Domestic Violence Shelter-Based Programs Act, Welfare and Institutions Code (WIC) section 18290, et seq.
