RECOMMENDATIONS:

 

ADOPT Resolution to approve and authorize the Employment and Human Services Director, or designee, to apply for and accept allocations from the State of California, Department of Housing and Community Development for the Transitional Housing Program Round 7, Transitional Housing Program Plus - Supplement Housing Program Round 5, and the Housing Navigation Maintenance Program Round 4 funding in a total amount not to exceed $794,828 to be expended by June 30, 2028 upon execution of a fully executed agreement.

 

FISCAL IMPACT:

 

$794,828: County to receive $562,883 for THP Round 7, $14,594 for THP+ SUPP Round 5 and $217,351 for HNMP Round 4. Funding is 100% State with no County match required.

 

FY25-26 expenditure appropriations and revenue adjustments for the allocations will be included as part of the mid-year budget adjustment.  FY26-27 revenue adjustments will be incorporated into the FY 26-27 and FY27-28 budgets.

 

BACKGROUND:

 

The State of California, Department of Housing and Community Development (HCD) issued an Allocation Acceptance Notification, dated August 19, 2025 including:

 

                     Round 7 of the Transitional Housing Program (THP),

                     Round 5 of the THP Plus - Supplement Housing Program (THP+ SUPP), and

                     Round 4 of the Housing Navigation and Maintenance Program (HNMP),

 

Allocated funds are to be used by counties to provide housing stability supports and services to help young adults ages 18 to 24 years of age to secure and maintain housing with priority given to young adults formerly in the foster care systems. Funds are available to be expended by June 30, 2028.

 

The THP, THP+ SUPP and HNMP funds will be used by EHSD in alignment with HCD program requirements.

 

Past Board actions regarding this funding are as follows: 

 

                     Accept THP Round 1 funds on March 31, 202 (C.52);

                     Accept THP Round 2 funds on February 2, 2021 (C.50);

                     Accept THP Round 3 funds on November 2, 2021 (C.32);

                     Accept THP Round 4 funds and HNMP Round 1 funds on November 29, 2022 (C.45);

                     Accept THP Round 5 funds, THP+ SUPP Round 3 funds and HNMP Round 2 funds on December 5, 2023 (C.16, 23-1040);

                     Accept THP Round 6 funds, THP+ SUPP Round 4 funds and HNMP Round 3 funds on December 3, 2024 (C.44, 2024-408).

 

CHILDREN’S IMPACT STATEMENT:

 

This Agreement supports one of the five (5) Contra Costa County community outcomes established in the Children’s Report Card”: (3) "Families that are Economically Self-Sufficient" by providing housing and supportive services to assist eligible transitional-aged youth with mitigating housing insecurities, securing permanent housing and achieving self-sufficiency.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Without funding, the County will continue to face an increasing number of homeless and former foster transitional-aged young adults without access to housing and preventive services.

IN THE MATTER OF Round 7 Transitional Housing Program, Round 5 Transitional Housing Program Plus - Supplement Housing Program and Round 4 Housing Navigation and Maintenance Program Allocation Acceptance.

 

 

WHEREAS, the State of California, Department of Housing and Community Development (“Department”) issued an allocation acceptance form, dated August 19, 2025 under Round 7 of the Transitional Housing Program (“THP”), authorized by item 2240-102-0001 of Section 2.00 of the Budget Act of 2025 (Chapter 4 of the Statutes of 2025) and Chapter 11.7 (commencing with Section 50807) of Part 2 of Division 31 of the Health and Safety Code (the “THP Allocation Acceptance Form”), and

 

WHEREAS, the Department issued an allocation acceptance form, dated August 19, 2025 under Round 5 of the THP Plus - Supplement Housing Program (“THP+ SUPP”), authorized by item 2240-102-0001 of Section 2.00 of the Budget Act of 2025 (Chapter 4 of the Statutes of 2025) and Chapter 11.9 (commencing with HSC 50820) of Part 2 of Division 31 of the Health and Safety Code (the “THP+ SUPP Allocation Acceptance Form”), and

 

WHEREAS, the Department issued an Allocation Acceptance form, dated August 19, 2025 under Round 4 of the Housing Navigation and Maintenance Program (“HNMP”), authorized by item 2240-103-0001 of Section 2.00 of the Budget Act of 2025 (Chapter 4 of the Statutes of 2025) and Chapter 11.8 (commencing with Section 50811) of Part 2 of Division 31 of the Health and Safety Code (the “HNMP Allocation Acceptance Form”), and

 

WHEREAS, the THP Allocation Acceptance Form, the THP+ SUPP Allocation Acceptance Form and the HNMP Allocation Acceptance Form are collectively referred to as the “Allocation Acceptance Forms”, and

 

WHEREAS, the Allocation Acceptance Forms relate to the availability of the funds under the THP, THP+ SUPP and HNMP Programs, and

 

WHEREAS, Contra Costa County (County) was listed as an eligible applicant in the THP, THP+ SUPP and HNMP Allocation Acceptance Forms, dated August 19, 2025, and

 

WHEREAS, County is hereby authorized and directed to apply for and accept County’s allocation award, as detailed in the Allocation Acceptance Forms, up to the amounts authorized in the Allocation Acceptance Forms and applicable state law at the time this Resolution is executed and authorized, and

 

WHEREAS, if funds remain available for allocation after the deadline for submitting signed Allocation Acceptance Forms, and if the Department advises County that County is eligible for additional allocations from the remaining funds, County is hereby authorized and directed to accept these additional allocations of THP, THP+ SUPP and/or HNMP funds (“Additional THP Allocation”, “Additional THP+ SUPP”, or “Additional HNMP Allocation”) up to the amount authorized by Department, and

 

WHEREAS, the Employment and Human Services Director, or designee, is hereby authorized and directed to act on behalf of County in connection with the THP Allocation Award and any Additional THP Allocation, and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to participate in the Program, including but not limited to a Standard Agreement, subject to County Counsel approval as to form, and be awarded the THP Allocation Award, and any Additional THP Allocation, and any amendments to such documents (collectively, the “THP Allocation Award Documents”), and

 

WHEREAS, the Employment and Human Services Director, or designee, is hereby authorized and directed to act on behalf of County in connection with the THP+ SUPP Allocation Award and any Additional THP+ SUPP Allocation, and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to participate in the Program, including but not limited to a Standard Agreement, subject to County Counsel approval as to form, and be awarded the THP+ SUPP Allocation Award, and any Additional THP+ SUPP Allocation, and any amendments to such documents (collectively, the “THP+ SUPP Allocation Award Documents”), and

 

WHEREAS, the Employment and Human Services Director, or designee, is hereby authorized and directed to act on behalf of County in connection with the HNMP Allocation Award and any Additional HNMP Allocation, and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to participate in the Program, including but not limited to a Standard Agreement, subject to County Counsel approval as to form, and be awarded the HNMP Allocation Award, and any Additional HNMP Allocation, and any amendments to such documents (collectively, the “HNMP Allocation Award Documents”), and

 

WHEREAS, County shall be subject to the terms and conditions that are specified in the Allocation Acceptance Forms, and that County will use the allocated award funds and any Additional Allocation funds in accordance with the Allocation Acceptance Forms, the Allocation Award Documents, and any and all other allocation funding requirements, and other applicable laws, and

 

WHEREAS, County has the discretion to accept the THP, THP+ SUPP and HNMP funds as detailed herein but in the event circumstances arise, the County affirms that County is authorized to accept the Allocation Awards independent of each other, as the Department and County Counsel may deem appropriate.

 

NOW, THEREFORE, BE IT RESOLVED the Contra Costa County Board of Supervisors approve and authorize the Employment and Human Service Director, or designee, to apply for and accept allocations from the State of California, Department of Housing and Community Development for the Transitional Housing Program Round 7, Transitional Housing Program Plus - Supplement Housing Program Round 5, and the Housing Navigation Maintenance Program Round 4 funding in a total amount not to exceed $794,828 to be expended by June 30, 2028 upon execution of a fully executed agreement.
