RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with BrandSafway Services, LLC in an amount not to exceed $2,000,000, to provide on-call scaffolding services at various County sites and facilities, for the period of July 1, 2026 through May 31, 2031, Countywide.
FISCAL IMPACT:
Costs are initially charged to the Facilities Budget and then recovered through charge outs depending on the funding source for the building.
BACKGROUND:
The Public Works Department, Facilities Services, is responsible for the maintenance and repair of all County buildings and facilities. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities. Scaffolding services are necessary for certain types of County maintenance.
The Public Works Department recently conducted a formal solicitation for on-call scaffolding services in November of 2025. The intent was to find a contractor to provide scaffolding services in compliance with applicable codes and standards for the design, erection, inspection, maintenance, and dismantling of scaffolding at multiple facilities and buildings across the County. Scaffolding, particularly for projects over 36 feet (three stories), requires a Cal/OSHA permit and must be built to rigorous engineered standards.
The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000143. After thorough evaluation of the bids received, BrandSafway Services, LLC was the only contractor awarded for these services. This contract will have a term of five (5) years. The contract payment limit will be $2,000,000.
Facilities Services is requesting approval of a contract with BrandSafway Services, LLC for the term July 1, 2026 through May 31, 2031, in the amount of $2,000,000.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, on-call scaffolding services with BrandSafway Services, LLC will not begin, and future County maintenance projects that require scaffolding services may not be completed in a timely manner.
