Report Title:                     APPROVE AND AWARD A CONTRACT IN THE AMOUNT OF $3,315,300.00 PLUS UP TO $331,530.00 FOR CONTINGENCIES AS AUTHORIZED BY THE HOUSING AUTHORITY EXECUTIVE DIRECTOR TO EVRA CONSTRUCTION INC, TO REMODEL THE BUILDING LOCATED AT 2601 SOMERSVILLE ROAD, IN THE CITY OF ANTIOCH TO SERVE AS AN AUXILIARY OFFICE FOR HOUSING AUTHORITY OF THE COUNTY OF CONTRA COUNTY’S DEPARTMENT OF ASSISTED HOUSING PROGRAMS.

Recommendation:  Recommendation of Board Committee

 

RECOMMENDATIONS:

(1)                     APPROVE and AWARD the construction contract in the amount of $3,315,300 plus up to $331,530 for contingencies as authorized by the Housing Authority Executive Director to EVRA Construction Inc., to remodel the building located at 2601 Somersville road, in the city of Antioch, to serve as an auxiliary office for Housing Authority of the County of Contra Costa’s Department of Assisted Housing Programs.

 

(2)                     DIRECT that EVRA Construction Inc. shall present two good and sufficient surety bonds (contractor performance and payment) in the amount of $3,315,300 each and that the Executive Director, or designee, shall prepare the contract.

 

(3)                     AUTHORIZE the Executive Director, or designee, to approve construction change orders, as needed, up to a maximum total of 10% ($331,530), which is in addition to the contract award amount.

 

(4)                     ORDER that, after the contractor has signed the contract and returned it, together with the bonds as noted above, certificates of insurance, and any other required documents, and the Executive Director has reviewed and found them to be sufficient, the Executive Director, or designee, is authorized to sign the contract for this Board.

 

(5)                     ORDER that the Executive Director, or designee, is authorized to sign any escrow agreements prepared for this project to permit the direct payment of retentions into escrow or the substitution of securities for moneys withheld by HACCC to ensure performance under the contract, pursuant to Public Contract Code Section 22300.

 

(6)                     DELEGATE, pursuant to Public Contract Code Section 4114, to the Executive Director, or designee, the Board’s function under Public Contract Code sections 4107 and 4110.

 

(7)                     DELEGATE, pursuant to Labor Code Section 6705, to the Executive Director, or to any registered civil or structural engineer employed by HACCC, the authority to accept detailed plans showing the design of shoring, bracing, sloping, or other provisions to be made for worker protection during trench excavation covered by that section.

 

BACKGROUND:

On December 5, 2023, this Board approved the purchase of a former bank building in Antioch, CA to be used as a satellite office of the agency’s Housing Choice Voucher program. Since then, work has been on-going to select pre-development partners to create construction drawings and apply for permits. Once all permits had been secured, we were cleared to proceed with the construction phase of the project.

 

On Monday, June 1, 2026, and Monday, June 8, 2026, HACCC published public notices Invitation for Bid (IFB) IFB 2669-339 for the HCV Somersville Office Improvement Project through the Bay Area News Group for the required two-week public notice period. HACCC solicited bids to remodel the interior of an existing commercial building located at 2601 Somersville Road in Antioch, CA. The remodel will include selected site improvements, remodeling of the interior to accommodate office staff and public access, replacement of rooftop equipment, replacement of roofing, one new exterior door, and exterior painting. The property will serve as an auxiliary office of the Housing Authority of the County of Contra Costa’s Department of Assisted Programs’ Housing Choice Voucher program. HACCC selected the most responsible and cost-effective firm to remodel said building to service.

 

FISCAL IMPACT:

The construction contract will be funded entirely by Housing Choice Voucher administrative fees and reserves.

 

CONSEQUENCE OF NEGATIVE ACTION:

Should the Board not award the construction contract, as recommended, Housing Authority of the County of Contra Costa’s Department of Assisted Programs’ property located at 2601 Somersville Road, in the City of Antioch will remain vacant, in its unoccupied state, will render itself deficient, and unutilized in serving the Housing Choice Voucher’s constituents, predominantly clients who reside in East Contra Costa County.
