Report Title: Consider Family and Human Services Committee Recommendations of FY 2026/27 Measure X Housing Funds for housing and homelessness related services.

RECOMMENDATIONS:
1. APPROVE the Family and Human Services (FHS) Committee FY 2026/27 recommendations for the allocation of $4,068,983 in Measure X Housing Funds for housing related services and homelessness crisis response and intervention services.
2. AUTHORIZE the Department of Conservation and Development Director, or designee, to execute a program agreement for the Measure X Housing Funds with Bay Area Legal Aid in the amount of $1,000,000 for the recommended activities in Attachment A, as approved by the Board of Supervisors.
3. AUTHORIZE the Health Services Director, or designee, to execute respective program agreements for the Measure X Housing Funds totaling $3,068,983 with the recommended organizations for the recommended activities in Attachment A, as approved by the Board of Supervisors.
FISCAL IMPACT:
100% Measure X. Measure X funds are part of a countywide, 20-year 1/2 cent sales tax approved by Contra Costa County voters on November 30, 2020.
BACKGROUND:
Measure X is a countywide 20-year 1/2 cent sales tax approved by Contra Costa voters on November 3, 2020. The ballot measure language stated the intent of Measure X is "to keep Contra Costa's regional hospital open and staffed; fund community health centers, provide timely fire and emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential County services."
On November 16, 2021, the County Board of Supervisors approved allocating a portion of Measure X revenue to establish a new funding source to support the development of affordable housing and housing/homelessness related activities, now known as the Measure X Housing Fund (MX Housing Fund). The Board of Supervisors approved and committed $10 million of Measure X funds for Year One and $12 million on an annual basis thereafter for the MX Housing Fund.
On September 20, 2022, the Board of Supervisors approved and authorized the County’s Health Services Department-Health, Housing, and Homelessness Division (H3) and the Department of Conservation and Development (DCD) to administer the MX Housing Fund, with H3 administering 25 percent of the overall MX Housing Fund and DCD administering 75 percent of the MX Housing Fund.
On June 13, 2023, the Board of Supervisors approved the first year (Year One) of MX Housing Funds for housing/homelessness related service activities.
Available Funding
The total amount available for FY 2025/26 (Year Four) in the County’s MX Housing Fund is $13.15 million dollars. The amount of MX Housing Funds available to be allocated for Year Four housing/homelessness related services is $4,068,983, which is comprised of H3’s 25 percent portion, minus 10 percent for Administration ($328,914), an additional $1 million that comes from DCD’s 75 percent portion, and $212,513.01 that is being recaptured from completed MX Housing Fund activities from previous years. The remaining balance of the total MX Housing Fund was dedicated to assist with financing affordable housing development projects, which was distributed through a separate RFP that was released solely by DCD in October 2025, and recommendations for those funds were considered separately by the Board of Supervisors on May 19, 2026.
In addition to the MX Housing Fund, additional funding sources available through H3 for homelessness services/crisis response and intervention were included in the RFP. The additional non-Measure X funding programs include County General Funds, Contra Costa Health Funds, Coordinated Entry funding via the US Department of Housing and Urban Development, California Work Opportunity and Responsibility to Kids (CalWORKs), Housing Disability Advocacy Program (HDAP), Home Safe, Bringing Families Home (BFH), and Foster Youth to Independence/Housing Navigation (FYI/HN) via the Employment and Human Services Department (EHSD), and Homeless Housing Assistance and Prevention (HHAP) Program via the California Department of Housing & Community Development. These additional non-Measure X funding sources total $7.1 million and are solely administered by H3. The approval of the respective contracts with the respective organizations for these non-Measure X funds will be considered at a future meeting by the Board of Supervisors.
Two-Year Funding Cycle
On November 7, 2023, the Board of Supervisors approved establishing and implementing a two-year funding cycle for housing/homelessness related services beginning with the Year One and Year Two MX Housing Funds (FY 2023/24 and FY 2024/25). FY 2026/27 is Year 4 of the Measure X Housing Fund and is also the second or last year of the two-year funding cycle. Therefore, except for the recommendations for three new services/projects (reflected in Attachment A), the recommended amounts for each respective agency/program for Year 4 (FY 2026/27) were previously recommended to the same agencies/programs for Year 3. The Year 4 Measure X funds for the service projects awarded for Year 3 were contingent on the availability of Year 4 funds and satisfactory performance of the awarded service providers during Year 3.
Application Process
In an effort to continuously improve RFP processes, CCH-H3 and DCD worked with technical
assistance provider Focus Strategies during the summer of 2025 to conduct stakeholder engagement for the development of this RFP, which included applicant surveys. Improvements to the RFP based on community feedback included developing a diverse application review panel, streamlining the renewal and expansion applications, discontinuing use of BidSync, and clarifying funding priorities and sources in the writing of the RFP.
CCH-H3 and DCD released an RFP for Year Four funds on September 24, 2025. As the Board of Supervisors approved a two-year funding cycle; the RFP required the service providers that were awarded Year Three funds to submit a renewal application so they could renew and be recommended and awarded Year Four funds in approximately a similar amount. In addition to the renewal applications, the RFP did allow service providers to apply for new services.
In total, 19 complete applications for Measure X Housing Funds were submitted by the October 31, 2025 deadline.
A five-member application review panel evaluated each application, which included interviews with applicants that requested an interview. The application review panel further assisted with the development of funding recommendations and recommended Measure X Housing funds to support 14 programs/services provided by non-profit, community-based organizations. During the week of March 23, 2026, CCH-H3 and DCD notified applicants of the funding recommendations and that the recommendations would be presented to and considered by the Board’s Family and Human Services Committee on May 11, 2026.
On May 11, 2026, the Board's Family and Human Services Committee met to consider the recommendations on the MX Housing funds for housing related services and homelessness response and intervention services. After hearing public comments and after some discussion, the FHS Committee approved the recommendations as presented by staff and directed staff to forward the recommendations to the Board of Supervisors for final consideration. The MX Housing Fund recommendations approved by the FHS Committee are included in Attachment A.
CONSEQUENCE OF NEGATIVE ACTION:
Negative action will prevent or delay the recommended housing and homelessness services from being provided to residents in the County. The applicants would have to seek other funding sources, which could jeopardize or delay the services from being provided.
