Report Title: Update Library Open Hours for the Pittsburg Library

RECOMMENDATIONS:
ADOPT a resolution to decrease the Pittsburg Library open hours to 40 hours per week effective August 1, 2026.
FISCAL IMPACT:
No impact to Library fund.
BACKGROUND:
In accordance with the Library Lease and Service Agreement between the County and the City of Pittsburg, the City of Pittsburg informed the County Librarian that due to a structural deficit in the city’s budget, the City will not fund any extra hours at the Pittsburg Library starting on August 1, 2026. Since October 3, 2022 the City of Pittsburg has funded twelve (12) additional weekly open hours to supplement the county-provided forty (40) weekly open hours.
CONSEQUENCE OF NEGATIVE ACTION:
If library hours are not updated, the Pittsburg Library will remain open for 52 hours per week with the County responsible for the cost of the twelve (12) extra hours.

IN THE MATTER OF MODIFYING THE OPEN HOURS OF THE LIBRARY
WHEREAS, on June 9, 2026, the Board of Supervisors adopted Resolution No. 2026/206, authorizing a change in open hours for the Library that deviated from the standard operating hours (8am - noon; 1pm - 5pm) set under County Ordinance No. 22-2.202; and
WHEREAS, the Library wishes to continue its practice of offering hours beyond what is prescribed in County Ordinance No. 22-2.202 to better accommodate the needs of the public; and
WHEREAS, Contra Costa cities hosting County Library branches have the option to fund up to sixteen (16) open hours above the forty (40) open hour schedule funded by the County Library; and
WHEREAS, the City of Pittsburg has notified the County that it will eliminate funding for additional hours for the Pittsburg Library beginning August 1, 2026;
NOW, THEREFORE, BE IT RESOLVED that effective August 1, 2026:
1. Contra Costa County Library Hours and Information are hereby modified and approved as shown in Attachment A; and
2. This resolution supersedes and replaces Resolution No. 2026/206, which was adopted by the Board on June 9, 2026.
