RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #26-726-16 with Robert Terris, an individual, in an amount not to exceed $324,000, to provide consultation and technical assistance services with regard to Inpatient Task Force meetings to improve communication and medical department processes at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers for the period July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $324,000 over a three-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
Contractor attends Inpatient Task Force meetings including hospitalist leadership committee meetings, inter-department hospitalist meetings, and one-on-one sessions with inpatient leaders to develop and improve medical departmental processes. Contractor helps to identify and troubleshoot communication problems within all inpatient and outpatient departments at CCRMC and Contra Costa Health Centers. Contractor assists with mediating communication challenges, change management, and cultural upheaval within the inpatient physicians group. This Contractor has been providing consultation and technical assistance services to the County since June 2012.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently meets with CCRMC Division staff to ensure terms of the Contract are upheld. This Contractor was approved by the Public Works Department’s Purchasing Division on March 23, 2026.
On June 13, 2023, the Board of Supervisors approved Contract #26-726-14 with Robert Terris, in an amount not to exceed $210,000, to provide consultation and technical assistance services with regard to Inpatient Task Force meetings at CCRMC and Contra Costa Health Centers, for the period July 1, 2023 through June 30, 2026.
On June 25, 2024, the Board of Supervisors approved Contract Amendment #26-726-15 with Robert Terris, effective June 1, 2024, to increase the payment limit by $100,000 to a new payment limit of $310,000, for additional consultation and technical assistance services with regard to Inpatient Task Force meetings at CCRMC and Contra Costa Health Centers, with no change in the term.
Approval of Contract #26-726-16 will allow Contractor to continue providing consultation and technical assistance services through June 30, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, County will not have Contractor’s expertise with mediation and assistance to help improve communication within all inpatient and outpatient departments and improve medical departmental processes.
