Report Title: Contract Amendment with LanceSoft, Inc. for Crime Analysis Services for Project Safe Neighborhood Grant

RECOMMENDATIONS:
APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract amendment with LanceSoft, Inc. to extend the term through September 30, 2026, with no change to the payment limit of $336,000, to continue to place qualified personnel to work in the District Attorney’s office on crime analysis as funded by the Project Safe Neighborhood Grant.
FISCAL IMPACT:
No fiscal impact with the extension of the contract term. The original contract is funded 100% by the FY 2022 Northern District of California Project Safe Neighborhoods (PSN) grant from the U.S. Department of Justice (US DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA). The contract amendment will extend the term with no change in payment limit.
BACKGROUND:
Contra Costa County District Attorney’s Office received the FY 2022 Northern District of California Project Safe Neighborhoods (PSN) grant to fund a contracted Crime Analyst to work in the DA’s Office. On April 26, 2024, the District Attorney’s Office released a Request for Qualifications (RFQ) #2404-792 to solicit Statements of Qualifications from professionals and organizations interested in serving as a contracted Crime Analyst for the DA’s office. Following the procurement process, LanceSoft, Inc. was selected to enter a contract with the District Attorney’s Office for the PSN grant funded program for the period September 1, 2024 through September 30, 2025. Due to previous delays in the initial procurement process and contract development phase, the vendor was unable to complete the provision of all intended services within the original contract timeframe. The BJA recently approved a one-year no cost extension for the DA’s office to continue the PSN grant funded program through September 30, 2026. Accordingly, the DA’s office will amend the contract with LanceSoft, Inc. to extend the contract period through September 30, 2026, with no change in the total contract amount.
CONSEQUENCE OF NEGATIVE ACTION:
If unapproved, the vendor is unable to place qualified personnel working in the District Attorney’s Office on crime analysis under the Project Safe Neighborhood Grant Funded Program. This means the County would not be able to fulfill the terms of the grant and the associated funds will be forfeited.
