To: Board of Supervisors
From: Dr. Grant Colfax, Health Services Director
Report Title: Contract #25-038-18 with Shelter, Inc.
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-038-18 with Shelter, Inc., a non-profit corporation, in an amount not to exceed $984,567 to provide emergency shelter program services for families experiencing homelessness in Contra Costa County, for the period July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
This Contract will result in annual service expenditures of up to $984,567 and will be funded, as budgeted by the department, by 94% County General Fund and 6% Measure X funds.
BACKGROUND:
This Contract meets the social needs of County’s population by providing emergency shelter program services twenty-four (24) hours per day, seven (7) days a week, for families experiencing homelessness in Contra Costa County. Emergency shelter program services provided under this Contract include, but are not limited to, property maintenance, increased emergency shelter staffing, case management, transportation assistance, administration of shelter inspection reporting, and increased collaboration with County’s Coordinated Entry system to link participants to housing providers. Contractor has been providing these services to the County since December 2016.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the Contract are upheld. A Request for Qualifications (RFQ) for the specified services was issued by Public Works on September 24, 2025, outlining the scope, requirements, and evaluation criteria for qualified service providers.
In July 2025, the Purchasing Services Manager approved and executed Contract #25-038-17 with Shelter Inc., in an amount not to exceed $130,300 for the provision of emergency shelter program services for families experiencing homelessness in Contra Costa County for the period July 1, 2025 through June 30, 2026.
Approval of Contract #25-038-18 will allow the Contractor to continue to provide emergency shelter program services through June 30, 2027. This Contract’s increased costs are due to increased emergency shelter staffing, transportation assistance, property maintenance and administrative services. This Contract is delayed due to extended negotiations between the Division and Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, families experiencing homelessness in Contra Costa County will not have access to Contractor’s services and will experience longer wait times for shelter and respite services.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”.
