Report Title: Contract Amendment/Extension #25-012-50 with Homebase

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #25-012-50 with Homebase, a non-profit corporation, effective June 26, 2026, to amend Contract #25-012-48 (as amended by Contract Amendment/Extension #25-012-49), to increase the payment limit by $473,009, from $946,018 to an amount not to exceed $1,419,027, and to extend the termination date from June 30, 2026 to June 30, 2027, to provide additional consultation and technical assistance regarding continuum of care (CoC) planning and resource development to the Health Services Department.
FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional expenditures of up to $473,009 and will be funded by 87% U.S. Department of Housing and Urban Development (HUD) grant funds and 13% Medi-Cal Administrative Activities. (Rate increase)
BACKGROUND:
Homebase has been providing consultation and technical assistance to the Health Housing and Homeless Services Division with regard to HUD activities, including grant-writing services for County’s McKinney-Vento application and County’s CoC planning and resource development. The Contractor has been providing these services to the County since July 10, 1998. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division contract monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld.
This Contractor has been a longstanding partner in previous projects, fostering a deep understanding of our organization's mission, values, and long-term objectives. Engaging them again will enable knowledge transfer, avoiding knowledge gaps and ensuring continuity in service delivery. Contractor understands the needs of the County and has sufficient knowledge and experience to meet contractual obligations. The Request for Qualifications (RFQ) was posted on December 21, 2023 and closed on January 31, 2024. This Contractor was selected through the RFQ process on February 29, 2024.
On July 9, 2024, the Board of Supervisors approved Contract #25-012-48 with Homebase, in an amount not to exceed $496,509 to provide consultation and technical assistance regarding CoC planning and resource development for the period from July 1, 2024 through June 30, 2025.
On May 13, 2025, the Board of Supervisors approved Contract Amendment/Extension #25-012-49 with Homebase, effective June 1, 2025, to increase the payment limit by $449,509, from $496,509 to a new payment limit of $946,018 and to extend the termination date from June 30, 2025 to June 30, 2026 for the provision of additional consultation and technical assistance regarding CoC planning and resource development to the Health Services Department.
Approval of Contract Amendment/Extension #25-012-50 will allow the Contractor to provide additional consultation and technical assistance regarding CoC planning and resource development through June 30, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment/Extension is not approved, County will lack the capacity to apply for federal funding for homeless services, support nonprofit providers throughout the County, and ensure compliance with federal regulations.
