Report Title: Orantes, LLC dba Tiny Toes Preschool and Childcare Center

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract renewal with Orantes, LLC, dba Tiny Toes Preschool and Childcare Center to provide Head Start, Early Head Start, State General Childcare, and State Preschool Program services in an amount not to exceed $1,360,002 for the period July 1, 2026, through June 30, 2028.
FISCAL IMPACT:
68% State, 32% Federal, of which $680,000.63 will be budgeted in FY 26-27, and $680,000.63 will be budgeted in FY 27-28.
BACKGROUND:
The Employment and Human Services Department (EHSD) is seeking to renew a contract with Orantes, LLC, dba Tiny Toes Preschool and Childcare Center (Tiny Toes) to provide early childhood education services for children aged zero to five.
On December 28, 2023, EHSD issued Request for Proposal (RFP) 1202 to identify Head Start Program Childcare Partners. Tiny Toes was selected through the bidder’s process. On December 17, 2024, the Board approved item C.89, authorizing a contract with Tiny Toes for the period from September 1, 2024, to June 30, 2026, with a total payment limit of $1,038,468.
This contract provides a minimum of 8 to a maximum of 10 childcare program slots for children in the Early Head Start Program, and a minimum of 24 to a maximum of 29 childcare program slots for children in the Head Start Program. This contract also provides 1 childcare program slot for State General Childcare and Development Program and 13 childcare program slots for State Preschool Program.
On December 9, 2025, the Board of Supervisors approved consent item C.44, authorizing an amendment to this agreement in the amount of $1,077,108 for Fiscal Years 2024 to 2026.
This action seeks approval to renew the contract for the continued provision of Federal childcare and State preschool program services.
CHILDREN'S IMPACT STATEMENT:
This contract supports three (3) of Contra Costa County’s community outcomes of the Children’s Report Card: (1) "Children Ready for and Succeeding in School"; (3) "Families that are Economically Self-Sufficient"; and (4) "Families that are Safe, Stable and Nurturing".
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, Contra Costa County will not be able to fund childcare slots for its community-based agency partner, Orantes, LLC, dba Tiny Toes Preschool and Childcare Center.
