Report Title:                     Maintenance and Support Contract with LexisNexis for eWarrants System

RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Administrator to execute, a contract amendment effective December 31, 2025 with LexisNexis Risk Solutions to extend the term from December 31, 2025 through December 31, 2028 and increase the payment limit by $860,700 to a new payment limit of $2,276,700 to provide continued development, support, and maintenance of the countywide warrant management (eWarrants) system.

 

FISCAL IMPACT:

Approval of this request will result in up to $860,700 in contractual service expenditure over a three-year period and will be funded from the Public Protection Special Revenue Fund (114000).  eWarrants is provisioned by State backfill of the Chapter 257, statutes of 2021 (AB 177) repeal of the criminal justice administrative fee (Vehicle Code 40508.5 “Failure to Appear/Failure to Pay”) previously designated for the support of countywide warrant systems.  AB 177 set aside $25 million in 2021-22 and $50 million in 2022-23 and ongoing to backfill counties for estimated lost revenue. The warrant system is allocated $225,000 annually from the State backfill revenue. To the extent that backfill revenues are insufficient to fund the ongoing costs of the warrant management system, local law enforcement agencies that utilize the system will be billed on an annual basis.  Contra Costa County pays only its proportionate share of the net costs of the warrant system for the County departments that utilize the system, which currently include the Sheriff, District Attorney, and Probation departments.

 

BACKGROUND:

eWarrants is a comprehensive countywide warrant management system serving all law enforcement agencies throughout Contra Costa County. It offers an intuitive web interface that enables authorized users to perform advanced searches, execute all warrant-related actions, and transmit CLETS (California Law Enforcement Telecommunications System) messages via seamless integration with the County’s secure law enforcement telecommunications channel.

 

eWarrants is tightly integrated with law enforcement agency records management systems and computer-aided dispatch platforms to allow rapid inquiries and real-time updates to warrant records. It also connects with the Superior Court’s case management system and ARIES (the Automated Regional Information Exchange System managed by the Office of the Sheriff), creating a unified criminal justice information ecosystem that supports timely and accurate data exchange.

 

As a cornerstone of the County’s Law and Justice information infrastructure, eWarrants plays a vital role in enhancing both public and officer safety. A forward-looking roadmap is in place to deliver future enhancements and new capabilities.

 

CONSEQUENCE OF NEGATIVE ACTION:

Should the Board not approve the recommendation, the County will lose the ability to manage County-issued warrants, which will seriously compromise public and officer safety throughout the Contra Costa County and the Greater Bay Area.
