Report Title:                     Purchase Agreement with Golden State Fire Apparatus for the Purchase of One Emergency Crew Transport for Emergency Response

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE THE Fire Chief, or designee, to execute a purchase order amendment with Golden State Fire Apparatus to increase the payment limit by $15,000, to a new payment limit of $325,000, for the required design change of one Emergency Crew Transport for emergency response, with no change to the term.

FISCAL IMPACT:

Budgeted; 100% Measure X Funding. Project cost not to exceed $325,000.

BACKGROUND:

On February 8, 2022, the Contra Costa County Fire Protection District Board of Directors (Board) approved and authorized the Fire Chief to execute a purchase contract with Golden State Fire Apparatus, in an amount not to exceed $310,000, for the manufacture and sale of one Emergency Crew Transport for emergency response. On February 9, 2022, the Fire Chief’s designee executed this contract. Since that time, changes were required to the design of the fire apparatus, resulting in change orders.

This Emergency Crew Transport was purchased utilizing Measure X funding and the aforementioned $15,000 will be paid using funds from Measure X. This amount will be paid directly to Golden State Fire Apparatus by the Fire District upon completion of the vehicles. The additional $15,000 cost will be allocated to the new Emergency Crew Transport for capitalization purposes.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Fire District will not be able authorize needed change orders to bring this apparatus consistent with the most recently completed Emergency Crew Transport and correct issues found when that apparatus was put into service.
