Report Title: Contracts for On-Call Maintenance and Repair of Heating, Ventilation, and Air Conditioning (HVAC) Systems, Countywide.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute two individual contracts with the following contractors: ACCO Engineered Systems, Inc. d/b/a ACCO Engineered Systems and Peterson Mechanical, Inc., in an amount not to exceed $6,000,000 each, to provide on-call maintenance and repair of heating, ventilation, and air conditioning (HVAC) systems at various County sites and facilities, for the period of November 1, 2025 through October 31, 2030, Countywide.
FISCAL IMPACT:
Facilities Maintenance Budget. (100% General Fund)
BACKGROUND:
The Public Works Department, Facilities Services, is responsible for the maintenance and repair of all County buildings and facilities. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities. On October 31, 2025, three on-call HVAC maintenance and repair contracts expired after reaching their maximum five-year term. These contracts were utilized by the Public Works Department.
The Public Works Department recently conducted a formal solicitation for on-call HVAC maintenance and repair services in July of 2025. The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000099. After thorough evaluation of the bids received, ACCO Engineered Systems, Inc. d/b/a ACCO Engineered Systems and Peterson Mechanical, Inc. were two of three contractors awarded for these services. Each contract will have a term of five (5) years. The contract payment limit will be $6,000,000 for each contract.
Facilities Services is requesting approval of two individual contracts with ACCO Engineered Systems, Inc. d/b/a ACCO Engineered Systems and Peterson Mechanical, Inc. for the term November 1, 2025 through October 31, 2030, in the amount of $6,000,000 each.
CONSEQUENCE OF NEGATIVE ACTION:
If these contracts are not approved, on-call HVAC maintenance and repair services with ACCO Engineered Systems, Inc. d/b/a ACCO Engineered Systems and Peterson Mechanical, Inc. will not be able to begin, and future HVAC projects and repairs will not be completed in a timely manner.
