Report Title:                      Contract #72-309 with Man 2 Man - Urban Youth Advocate, Inc.

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-309 with Man 2 Man - Urban Youth Advocate, Inc., a non-profit corporation, in an amount not to exceed $522,500, to provide Partners in Pregnancy Fatherhood Program services including Perinatal Equity Initiative (PEI) community support for expectant, new and non-custodial fathers in Contra Costa County, for the period November 1, 2026 through June 30, 2029.

FISCAL IMPACT:

Approval of this Contract will result in contractual expenditures of up to $522,500 over a thirty-three month period and will be funded 100% by the Perinatal Equity Initiative Fund revenues.

BACKGROUND:

The Partners in Pregnancy Fatherhood Program aims to improve birth outcomes for Black mothers and infants by increasing paternal engagement. This legislated PEI intervention is designed to reduce Black maternal and infant mortality/morbidity through fatherhood engagement. Contractor’s Program services include but are not limited to recruiting, training, and supervising Father Engagement Specialists (FES), delivering Program cohorts and assessments, The California Department of Public Health (CDPH) RedCap and Contra Costa Health (CCH) database data entry; PEI, Black Infant Health (BIH), and CDPH participation; and continuous quality improvement (CQI) activities.

This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227. This Contract is mandatory for Contra Costa Health’s compliance with the CDPH Maternal, Child and Adolescent Health (MCAH) PEI requirements. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. This Contractor will begin providing the Program’s PEI services while fostering a deep understanding of Public Health’s organization’s mission, values, and long-term objectives starting November 2026. An RFP for the specified services was issued by Public Works on August 6, 2026, outlining the scope, requirements, and evaluation criteria for qualified service providers.

Approval of new Contract #72-309 will allow the Contractor to provide Partners in Pregnancy Fatherhood Program services in Contra Costa County through June 30, 2029.

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, the Program’s PEI Fatherhood services will not be provided, and delays will occur for essential community services supporting Black maternal and infant health.
