RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-725-4 with Lana Schick Hutnick, D.C., a sole proprietor, in an amount not to exceed $272,000, to provide chiropractic services at Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period February 1, 2026 through January 31, 2029.
FISCAL IMPACT:
Approval of this Contract will result in contractual service expenditures of up to $272,000 over a three-year period and will be funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
The County has an obligation to provide certain specialized chiropractic services at CCRMC and Contra Costa Health Centers. This Contractor has been providing these services for the County and fostering a deep understanding of the CCRMC organizations mission, values, and long-term objectives since February 1, 2021.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently cooperates with and participates in CCRMC’s Quality Assurance Program which consists of quality improvement activities such as assisting with the completion of CCRMC’s annual performance review. These contracted services were determined to be exempt from Administrative Bulletin 600.3 solicitation requirements by the Public Works Department Purchasing Division.
In February 2024, the Purchasing Services Manager executed Contract #76-725-2 with Lana Schick Hutnick, D.C., in an amount not to exceed $170,000, for the provision of chiropractic services at CCRMC and Contra Costa Health Centers for the period February 1, 2024 through January 31, 2026.
In June 2025, the Purchasing Services Manager executed Contract Amendment #76-725-3 with Lana Schick Hutnick, D.C., to increase the payment limit by $20,000 to a new payment limit of $190,000, for additional chiropractic services at CCRMC and Contra Costa Health Centers with no change in the term.
Approval of Contract #76-725-4, will allow the Contractor to continue providing chiropractic services at CCRMC and Contra Costa Health Centers through January 31, 2029.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, certain specialized chiropractic services at CCRMC and Contra Costa Health Centers needed for patient care will not be available or will create increased wait times due to the limited number of specialty providers available within the community.
