Report Title:                     Reallocate Positions and Reclassify Incumbents to Social Services Program Assistant I

RECOMMENDATIONS:

 

ADOPT Position Adjustment Resolution No. 26275 to approve and authorize the Employment and Human Services Director, or designee, to reallocate forty (40) vacant full-time Social Services Program Assistant (X0SA) positions, twenty (20) vacant Eligibility Worker I (XHWA) positions, one (1) vacant Eligibility Worker II (XHVA) position, and three (3) vacant Eligibility Worker III (XHTB) positions, and reclassify nineteen (19) filled full-time Eligibility Worker I (XHWA) positions and their incumbents, effective 01/22/2024 to the classification of Social Services Program Assistant I (X0WD) (represented) at salary plan and grade 255 1001 ($5,079.29 - $5,333.26) in the Employment and Human Services Department

The Social Services Program Assistant I serves as the training classification for the Social Services Program Assistant (SSPA) series. Approval of this action will reallocate forty (40) vacant full-time Social Services Program Assistant positions, twenty (20) vacant Eligibility Worker I positions, one (1) vacant Eligibility Worker II position, and three (3) vacant Eligibility Worker III positions, and reclassify nineteen (19) filled fulltime Eligibility Worker I positions and their incumbents, to Social Services Program Assistant I positions, effective 01/22/2024 for a total of sixty (83) Social Services Program Assistant I positions to be used for training.

 

 

FISCAL IMPACT:

 

These positions are already budgeted in the Employment and Human Services FY 23/24 Budget. Positions will be funded by 59% Federal, 35% State, and 6% County funds. Positions have a salary plan and grade 255 1001 ($5,079.29 - $5,333.26).

 

 

 

BACKGROUND:

 

On October 25, 2022, the Board of Supervisors approved item C.22, Position Adjustment Resolution No. 26057 to add three hundred and forty-three (343) Social Service Program Assistant (X0SA) (represented) positions, delete three hundred and ten (310) Eligibility Worker I/II/III (XHWA/XHVA/XHTB) (represented) positions, and delete thirty-three (33) Medi-Cal Program Assistant (XHSB) (represented) positions in the Employment and Human Services Department as a first steps towards creating a new eligibility worker series.

On January 16, 2024, the Board of Supervisors approved C. 78, Position Adjustment Resolution No. 26256 to establish the classification of Social Services Program Assistant I (XOWD) (represented) at salary plan and grade 255 1001 ($5,079.29 - $5,333.26) in the Employment and Human Services Department.

The Social Services Program Assistant I serves as the training classification for the Social Services Program Assistant (SSPA) series. Approval of this action will reallocate forty (40) vacant full-time Social Services Program Assistant positions, twenty (20) vacant Eligibility Worker I positions, one (1) vacant Eligibility Worker II position, and three (3) vacant Eligibility Worker III positions, and reclassify nineteen (19) filled full-time Eligibility Worker I positions and their incumbents, to Social Services Program Assistant I positions, for a total of sixty (83) Social Services Program Assistant I positions to be used for training.

 

CHILDREN’S IMPACT STATEMENT

Eligibility work supports the third community outcome established in the Children’s Report Card: “Families that are Economically Self Sufficient.”

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The Eligibility Workers series has been replaced by the newly created Social Services Program Assistant series in order to better reflect the roles and responsibilities of the position duties.  The SSPA I position is a 12 month training classification that provides needed training for advancement to the SSPA classification. Without positions allocated to the SSPA I classification, the Employment and Human Services Department would be unable to hire new employees into the training classes needed to prepare employees for advancement to the SSPA role.
