RECOMMENDATIONS:

APPOINT Valarie Chatman to the Contra Costa County In-Home Supportive Services Public Authority (IHSS-PA) Executive Director position at Salary Plan and Grade 812 1841 ($114,355.591- $132,617.424), Step 4 ($123,148.437), effective July 1, 2024 as recommended by the Employment and Human Services Department.

 

 

FISCAL IMPACT:

$123,148.44 will be fully funded by Federal 28%, State 28% and Social Services Realignment 43%.

Adequate appropriation and revenue have been included in the In-Home Supportive Services Public Authority (IHSS PA) in our approved Budget for FY2024-25.

 

 

BACKGROUND:

The Board of Supervisors (Board) adopted Ordinance 98-14 on March 17, 1998 that established a Public Authority to provide for the delivery of in-home supportive services. The Contra Costa County In-Home Support Services Public Authority Ordinance, Article 55-2.602 dictates that the Board shall appoint the IHSS Public Authority Executive Director. 

 

The IHSS-PA Executive Director provides overall policy and program direction in cooperation with the Public Authority Advisory Committee and is responsible for management and administration of the IHSS PA. The IHSS PA recruits, registers and trains IHSS providers.  IHSS providers assist low-income elderly, blind and disabled individuals to remain safely in their own homes by providing assistance with activities of daily living, including preparing meals, shopping, bathing and other in-home services.

 

Ms. Chapman was selected as a result of a competitive recruitment process.  Interviews were held on May 10, 2024 and Ms. Valerie Chatman was offered and accepted the position contingent on approval by the Board of Supervisors.  Ms. Chatman has a bachelor’s degree in Human Development from University of California, Davis and has been employed with Contra Costa County, EHSD, since 1994. Ms. Chatman has held many leadership positions and most recently has been employed as Social Services appeals officer.  

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Should the proposed action not be approved by the Board of Supervisors, the Public Authority will not have a leader to oversee programs and the delivery of services.
