RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Ordo, Inc., in an amount not to exceed $1,146,366, to provide vended meal and snack services to the Early Childhood Education programs for the period August 1, 2025 through June 30, 2026.

 

FISCAL IMPACT:

 

51% State, 49% Federal, all of which is budgeted for FY 25-26

 

BACKGROUND:

 

The Employment and Human Services Department (EHSD) is seeking to enter into a contract agreement with Ordo, Inc. to provide daily nutritional meals for children aged 0-5 in the County’s Early Childhood Education programs. This contract agreement aligns with the Head Start Performance Standards and the Child and Adult Care Food Program (CACFP), which require programs to provide nutritional meals and snacks to enrolled children to support their growth, development and learning.   

 

In April 2025, EHSD issued a Request for Proposal (RFP) to identify qualified agencies with experience in providing vended meal services for children aged 0-5. Through a comprehensive bidding process, Ordo, Inc. was selected for an initial contract term of August 1, 2025 through June 30, 2026, with the option to renew the contract for up to four (4) additional one-year terms based on satisfactory performance, availability of funding, and need of service.   

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will be unable to comply with the Head Start Program Performance Standards and CACFP requirements.

 

CHILDREN’S IMPACT STATEMENT:

This Contract supports all five of the community outcomes established in the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood";(3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,” by supporting staff working directly with families and children.
