Report Title: Apply and Accept Training and Services to End Abuse in Later Life Program Grant

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and accept a continuation grant in an amount not to exceed $750,000 from the Department of Justice, Office of Violence Against Women for the Training and Services to End Abuse in Later Life Program Grant for the period of October 1, 2024 to September 30, 2027.
FISCAL IMPACT:
If awarded the County is to receive an amount not to exceed $750,000 from the Department of Justice, Office of Violence Against Women. This is 100% Federal funding. No County match is required.
BACKGROUND:
The Board of Supervisors previously approved the receipt of funds under the Abuse in Later Life Program grant by the Employment and Human Services Department (EHSD), through the Alliance to End Abuse Division, on February 11, 2020 (Board Item C.24). EHSD would like to apply for the Fiscal Year 2024-2025 continuation grant under this program, now renamed the Training and Services to End Abuse in Later Life Program, to continue providing training and services to address elder abuse in Contra Costa County. The Training and Services to End Abuse in Later Life Program supports a comprehensive approach to addressing abuse in later life, including domestic violence, dating violence, sexual assault, stalking, neglect, abandonment, economic abuse, or willful harm committed against victims who are 50 years of age or older.
EHSD (including the Alliance to End Abuse and Adult Protective Services) will collaborate with the Contra Costa Family Justice Alliance, the District Attorney’s Office, Contra Costa Senior Legal Services, and multiple law enforcement agencies to submit the proposal and work collectively to meet the goals and deliverables of the grant. Additional partners may be identified and added as needed.
CONSEQUENCE OF NEGATIVE ACTION:
County would not receive federal funding to continue training for the criminal justice system and law enforcement agencies to respond to elder abuse, nor provide additional services for elder abuse victims of domestic violence, dating violence, sexual assault, stalking, neglect, and exploitation.

This recommendation supports two (2) of Contra Costa County’s community outcomes of the Children’s Report Card”: (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families.”
