RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to accept, and execute a grant agreement, including any amendments or extensions thereof, pursuant to the agreement, with the City and County of San Francisco Economic and Workforce Development for fiscal years 25/26 and 26/27, in an amount not to exceed $100,000 for the California Jobs First Catalyst Program for the period July 1, 2025, through September 30, 2026.

 

FISCAL IMPACT:

 

100% State funds from the California Jobs First Catalyst Program; of which $70,000 is budgeted in FY 25/26, and $30,000 will be budgeted in FY 26/27.

 

BACKGROUND:

 

The Workforce Development Board of Contra Costa County seeks approval to accept grant funding from the City and County of San Francisco Economic and Workforce Development under the California Jobs First Catalyst Program. The $100,000 grant will support the California Jobs First Catalyst Program - Business Services and Regional Workforce Coordination project, which focuses on expanding workforce opportunities in key regional industries, including advanced manufacturing, clean energy, and healthcare. The project aims to strengthen local economic resilience by engaging businesses, facilitating regional collaboration, advancing critical skill training, and increasing equitable access to quality employment across Contra Costa County.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not receive the California Jobs First Catalyst Program grant funds, resulting in missed opportunities to strengthen local workforce development initiatives, engage businesses in critical industry sectors, provide targeted training and support services, and enhance economic resilience and equity across Contra Costa County.

 

CHILDREN’S IMPACT STATEMENT:

 

This contract supports three community outcomes on the Children’s Report Card:  (2) "Children and Youth Healthy and Preparing for Productive Adulthood," (3) "Families that are Economically Self-Sufficient," and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by promoting economic stability through targeted workforce development initiatives, enhancing employment opportunities in high-demand industries, and contributing to the overall economic resilience of Contra Costa County.
