RECOMMENDATIONS:

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Life Extension Clinics Inc., dba Life Scan Wellness Centers, in an amount not to exceed $2,500,000 for annual wellness examinations for Contra Costa County Fire Protection District employees, for the period of June 1, 2026 through April 30, 2029.

 

 

FISCAL IMPACT:

100% CCCFPD General Operating Fund.

 

 

BACKGROUND:

The Contra Costa County Fire Protection District has conducted annual medical evaluations of its firefighters and safety employees for over 25 years. The medical evaluations are specialized, comprehensive check-ups designed to detect early signs of cardiovascular disease, cancer, and other occupation-related illnesses. Firefighters and safety employees face increased exposure to toxic substances, extreme physical and psychological stress, and significantly higher rates of cardiovascular disease and cancer, making comprehensive health monitoring more critical than ever.

 

Firefighters and safety employees face substantially elevated risks of heart-related incidents, occupational cancers, and musculoskeletal injuries due to the nature of their work. To address these risks and support early detection and prevention, the District administers an annual wellness program using a specialized provider who provides comprehensive medical exams and behavioral health evaluations. This program aligns with national standards and supports firefighter health, safety, and long-term readiness.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the agreement is not approved, the Contra Costa County Fire Protection District will be unable to administer its annual wellness program. This would limit early detection of serious conditions such as cardiovascular disease, cancer, and behavioral health issues, increasing risks to firefighter safety, readiness, and long-term health, while potentially impacting staffing and emergency response capabilities.
