RECOMMENDATIONS:

ADOPT a Resolution authorizing the Sheriff-Coroner, or designee to apply for, accept, and approve grant amendments and extensions thereof, pursuant to State guidelines, with the California Governor's Office of Emergency Services for the State Homeland Security Grant Program (SHSGP) in an initial amount of approximately $ l,042,148 to assist in preventing and responding to terrorist attacks for the period of September 1, 2024 through May 31, 2027. (100% Federal)

 

 

 

FISCAL IMPACT:

Approval will result in approximately $1,042,148 in Federal grant monies. No County match is required.

 

 

BACKGROUND:

The Fiscal Year (FY) 2024 State Homeland Security Grant Program (SHSGP) is a Federal Department of Homeland Security (DHS)/Federal Emergency Management Agency's (FEMA's) grant program. This grant is distributed to the Contra Costa Operational Area to assist in preventing, protecting, responding to, and recovering from terrorist attacks. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation's communities against potential terrorist attacks.

 

The funding will allow for enhanced cyber-security, protection of soft targets/crowded places, enhancement of information and intelligence sharing and cooperation with federal agencies, combating domestic violent extremism, enhancing community preparedness and resilience, and enhancing election security.

 

The initial total grant program allocation provided to the County by the U.S. Department of Homeland Security and as a pass-through to the California Governor's Office of Emergency Services (CalOES) is approximately $1,042,148.

 

 

 

CONSEQUENCE OF NEGATIVE ACTION:

The Office of the Sheriff would be unable to apply for and accept the State Homeland Security grant funding.

and for Special Districts, Agencies and Authorities Governed by the Board

 

IN THE MATTER OF: Applying for and Accepting 2024 State Homeland Security Grant Program funds,

 

 

WHEREAS, the County of Contra Costa is seeking funds available through the State Homeland Security Grant Program administered by the California Governor’s Office of Emergency Services;

 

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors, Authorizes the Sheriff-Coroner, Undersheriff, or Chief of Management Services, to execute for and on behalf of the County of Contra Costa, a public entity established under the laws of the State of California, any actions necessary for the purpose of obtaining Federal financial assistance including grant modification and extensions provided by the U.S. Department of Homeland Security and sub-granted through the State of California related to the State Homeland Security Grant Program.
