RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with The Permanente Medical Group, Inc., in an amount not to exceed $15,000 for the provision of pre-employment medical examinations for the period December 1, 2025, through November 30, 2028.

 

FISCAL IMPACT:

 

54% Federal, 38% State, 8% County General Fund, all of which is budgeted in FY 25-26.

 

BACKGROUND:

 

The Employment and Human Services Department seeks to initiate a contract with The Permanente Medical Group, Inc. to conduct pre-employment medical exams for candidates considered for appointment to the positions of Social Service Fraud Prevention Supervisor and Social Service Senior Welfare Fraud Field Investigator. The objective of the pre-placement medical examinations is to ensure that the selected candidates are physically capable of performing their job duties and the individuals with disabilities receive permitted reasonable accommodation to allow them to perform their job duties.

 

This contract includes modifications to Form P-1 Payment Provisions Penalty for Late Submission (Section 3.) and Audit Exceptions (Section 5.) are deleted. 

 

This contract includes modified indemnification language. Contractor is excluding indemnification for liabilities due to the sole negligence or willful misconduct of County. Contractor also excluded from its indemnification any liability arising as a result of employment related dispute.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not be able to use this Contractor for medical examination for the Social Service Fraud Prevention Supervisor and Social Service Senior Welfare Fraud Field Investigator.
