RECOMMENDATIONS:

APPROVE and AUTHORIZE the Sheriff-Coroner or designee, to execute a contract with Allied Universal Electronic Monitoring US, Inc. in an amount not to exceed $800,000 for the purchase of electronic home monitoring services, equipment and related products, at the Office of the Sheriff Custody Alternative Facility, for the period December 1, 2025 through November 30, 2028.

 

 

FISCAL IMPACT:

Approval of this request will result in up to $800,000 in contractual service expenditures over a 3-year period and will be funded 100% by the General Fund.

 

 

BACKGROUND:

Allied Universal Electronic Monitoring US, Inc. develops, manufactures and provides innovative technology products for the criminal justice industry that help ensure the safety of communities and efficient, secure monitoring and tracking operations. Allied is a leading global provider of presence and location verification technologies and offers a complete suite of proprietary products and services. The contractor’s solutions can be customized, and are based upon a full-featured, integrated platform that is scalable and highly flexible to meet the Office of the Sheriff's unique needs now and in the future.

 

The Office of the Sheriff operates an Electronic Home Detention program intended as an alternative to incarceration for those persons who are qualified for home detention. This program provides significant savings to the County when compared to regular incarceration. It also keeps the County within the daily population standard as required in the three detention facilities.

 

This is a contract renewal with Allied Universal Electronic Monitoring US, Inc., and the Agreement for Professional Services and Products include a limitation of liability.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve, the contractor cannot continue to provide services, which would cause the Office of the Sheriff to suspend the Electronic Home Detention Program and it would limit the options for alternatives to incarceration.
