Report Title: Contract #18-488-0 with CocoKids, Inc. for Measure X Early Childhood and Education Assistance Program (WDB)

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with CocoKids, Inc. in an amount not to exceed $16,535,251 to implement Measure X Early Childhood Care and Education Financial Assistance program for the period July 1, 2024 through June 30, 2027.
FISCAL IMPACT:
Approval of this contract will result in expenditures of up to $16,535,251: Funded by 100% Measure X for the Early Childhood Care and Education Financial Assistance program.
$5,497,483.43 of which is budgeted in FY 24-25; $5,511,562.60 of which will be budgeted in FY 25-26; and $5,526,204.07 of which will be budgeted in FY 26-27.
BACKGROUND:
The Workforce Development Board of Contra Costa County released an RFI to obtain proposals from community-based organizations to administer a childcare financial assistance program for Contra Costa County families. The procurement was done following the County bulletin and guidelines. CocoKids, Inc. was the only respondent to RFI #758 and was selected to provide program management and implementation for a financial aid disbursement program for families who qualify based on the family needs, size, income, and location. The program will cover the cost of childcare services for each child enrolled in the program through financial vouchers. The program seeks to expand the accessibility of childcare services within Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not be able to fulfill their obligations of the Measure X grant partnership.
