RECOMMENDATIONS:
ADOPT a Resolution approving a side letter of agreement modifying the Memorandum of Understanding (MOU) between Contra Costa County and IFPTE, Local 21 to: (1) modify Appendix E - Shift Differential, On-Call, Call Back Matrix to add the classification of Supervising Hazardous Materials Specialist (VLHB), Information Security Specialist (LWSC), and make revisions to titles and references throughout, and (2) amend Section 42.33 Hazardous Material Certification Allowance to include the new classification of Supervising Hazardous Materials Specialist (VLHB).
FISCAL IMPACT:
The cost of differentials for the Supervising Hazardous Materials Specialist will be based on whether the future incumbents meet the stated requirements. The 5% certification differential is expected to cost approximately $7,000 annually for each qualifying employee in the classification. The continuing education differential will cost approximately $3,600 annually. The Incident Response Team differential will cost $489 annually.
The cost of on-call and call-back is dependent on use. Contra Costa Health anticipates a total annual cost of approximately $105,000 for all three Supervising Hazardous Materials Specialist positions.
The cost of on-call for the Information Security Specialist will be based on usage and paid at the rate of one hour of base salary for each four hours spent on-call.
BACKGROUND:
Contra Costa Hazardous Materials Programs (CCHMP) is proposing the creations of the Supervising Hazardous Materials Specialist classification to assist in maintaining regulatory requirements and reduce the burden of responsibility on the Assistant Director of Hazardous Materials Programs. Once established, the Supervisor classification will participate in CCHMP’s Incident Response Team, which provides on-call pay to its participants. The differentials assigned to the new classification will align with those provided to the Assistant Director, ensuring uniformity of benefits between the two supervisory classifications.
The Information Security Specialist is being added to the on-call matrix in order to compensate incumbents for the responsibility to maintain availability and respond to after-hours security incidents.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the County will not be able to effectively recruit employees in the impacted classifications, which will negatively impact service delivery.

Effective the first of the month following adoption by the Board of Supervisors, the Side Letter of Agreement dated June 17, 2024 be ADOPTED.
