Report Title:                     Family and Children’s Trust Committee Contracts/Agreement Renewal Recommendations FY26-27

RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Family and Children’s Trust Committee, to execute five (5) contracts and one (1) interagency agreement in an amount not to exceed $100,000 per agency, $600,000 in total for the period July 1, 2026, through June 30, 2027, for prevention and intervention services to abused and neglected children or children at risk of abuse or neglect and their families for the following agencies:

 

Contracts:

1.                     Child Abuse Prevention Council of Contra Costa County - Nurturing Parent Program

2.                     Ujima Family Recovery Services - Family Wellness Program

3.                     Contra Costa Interfaith Housing, Inc. - Clinical and Academic Support Services for Homeless and Poverty Impacted Families

4.                     Bay Area Crisis Nursery - Crisis Nursery Services

5.                     STAND! for Families Free of Violence - Breaking the Cycle Program

 

Interagency Agreement:

Mt. Diablo Unified School District (MDUSD) - Crossroads High School - Pregnant & Parenting Teen Education

 

FISCAL IMPACT:

 

Contracts/Agreement have an aggregate cost of $600,000 for FY26-27 and are funded 47% CAPIT (Child Abuse Prevention, Intervention and Treatment) 2011 Realignment, 33% County Children’s Trust, 13% Federal CBCAP (Community-Based Child Abuse Prevention) and 7% Ann Adler Donations.

 

BACKGROUND:

 

At the March 2, 2026, Family and Children’s Trust Committee (FACT) Meeting, the FACT Committee reported on their Site Visits to the six (6) agencies funded by FACT in FY25-26.  The Committee voted to recommend to the Board of Supervisors the renewal of all six (6) FACT Contracts/Agreement for FY26-27.

 

The six (6) FY26-27 FACT Contracts/Agreement are renewals from FY25-26 when awardees were selected through the competitive bid process, Request for Proposal 1216.  The original Contracts/Agreement for these services were authorized by the Board of Supervisors on June 10, 2025 (C.25-2266).

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Funding for prevention and intervention services to abused and neglected children, and children at risk of abuse or neglect and their families would not be provided to community-based organizations, thereby eliminating program support by FACT dollars, which in turn puts State related FACT funding (CAPIT and CBCAP) at risk for future allocation.

 

CHILDREN'S IMPACT STATEMENT:

 

The renewal contracts support all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient”; 4) "Families that are Safe, Stable and Nurturing”; and, 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families” by mitigating the occurrence of child abuse and neglect, and providing support services and guidance to strengthen the family unit.
