RECOMMENDATIONS:
APPROVE the San Pablo Avenue Complete Steets/Bay Trail Gap Closure Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, Rodeo and Crockett areas. [County Project No. 0662-6R4163/Federal Project No. ATPL-5928(170), DCD-CP#25-26] (District V).
DETERMINE that this activity is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301(c) and 15303.
DIRECT the Director of Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Exemption (NOE) to be filed with the County Clerk and State Clearinghouse, and
AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $50 fee to the County Clerk for filing the NOE.
FISCAL IMPACT:
Estimated project cost: $22,133,574. 4% Community Project Funded Congressional Directed Spending (Federal Earmark), 48% Active Transportation Program State Funds, and 48% Local Road Funds.
BACKGROUND:
The project implements the 2017 Board-approved San Pablo Avenue Complete Streets Study, which established the need and feasibility to incorporate pedestrian and bike infrastructure along the San Pablo Avenue corridor between Pacific Avenue in unincorporated Rodeo and Pomona Street in unincorporated Crockett. The project proposes to restripe the vehicular travel lanes and construct approximately 13,700 linear feet of a separated shared use path between California Street and Pomona Street. Currently, there are not any existing pedestrian and bike infrastructure along this 3-mile segment of San Pablo Avenue.
The project also includes the construction of 650 linear feet of new Class II bike lanes between Rodeo Avenue and Parker Avenue. These new bike lanes will involve pavement widening and striping to allow for parallel parking, existing drainage inlet modification/relocation, and curb ramp construction. The project will construct approximately 1,050 linear feet of sidewalk along the north side of San Pablo Avenue between Parker Avenue and California Street. Intersection upgrades may include striping, pavement markings, traffic signal timing optimization, curb ramp construction/reconstruction, Rectangular Rapid-Flashing Beacon and Pedestrian Hybrid Beacon installation, and concrete passageway (refuge island) modifications. Construction is anticipated to occur in 2027 and take approximately twelve months to complete.
The project consists of the minor alteration of existing pedestrian and bicycle facilities and construction of new pedestrian and bicycle facilities that do not create additional automobile lanes pursuant to Article 19, Sections 15301 and 15303 of the CEQA Guidelines.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of the design, construction, and may jeopardize funding. This project will serve the communities of Rodeo and Crockett as it incorporates non-vehicular modes of transportation along San Pablo Avenue
