From:                                          Dr. Ori Tzvieli, Interim Health Services Director

Report Title:                     Contract Amendment #25-012-49 with Homebase

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract Amendment #25-012-49 with Homebase, a non-profit corporation, effective June 1, 2025, to amend Contract #25-012-48, to increase the payment limit by $449,509, from $496,509 to a new payment limit of $946,018 and to extend the termination date from June 30, 2025 to June 30, 2026 for additional consultation and technical assistance regarding continuum of care (CoC) planning and resource development to the Health, Housing and Homeless Services Division.

FISCAL IMPACT:

Approval of this Contract Amendment will result in additional annual expenditures of up to $449,509 and will be funded by 88% U.S. Housing and Urban Development (HUD) grant funds and 12% Medi-Cal Administrative, as budgeted by the Division for Fiscal Years 2024-2026. (No rate increase)

BACKGROUND:

Homebase has been providing consultation and technical assistance to the Health, Housing and Homeless Services Division with regard to HUD activities, including grant-writing services for County’s McKinney-Vento application and County’s CoC planning and resource development. The Contractor has been providing these services to the County since July 10, 1998. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.  The Health, Housing and Homeless Services Division contract monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld.

This Contractor has been a longstanding partner in previous projects, fostering a deep understanding of our organization's mission, values, and long-term objectives. Engaging them again will enable knowledge transfer, avoiding knowledge gaps and ensuring continuity in service delivery. Contractor understands the needs of the County and has knowledge and experience sufficient to meet contractual obligations. The Request for Qualifications (RFQ) was posted on December 21, 2023 and closed on January 31, 2024. This Contractor was selected through the RFQ process on February 29, 2024.

On July 9, 2024, the Board of Supervisors approved Contract #25-012-48 with Homebase, in an amount not to exceed $496,509 to provide consultation and technical assistance regarding CoC planning and resource development for the period from July 1, 2024 through June 30, 2025.

Approval of Contract Amendment #25-012-49 will allow the Contractor to continue providing consultation and technical assistance regarding COC planning and resource development through June 30, 2026.

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract Amendment is not approved, County will lack the capacity to apply for federal funding for homeless services, support nonprofit providers throughout the County, and ensure compliance with federal regulations.
